- THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSAL. THERE WILL NOT BE A SOLICITATION, SPECIFICATIONS, OR DRAWINGS AVAILABLE AT THIS TIME. The U.S. Army Corps of Engineers, Baltimore District, requests capability statements from SMALL BUSINESS PRIME CONSTRUCTION CONTRACTORS interested in performing work on the potential construction of the Wastewater Treatment Plant (WWTP) Replacement project, located at the Defense Distribution Center Susquehanna, New Cumberland, PA 17070, for the Defense Logistics Agency. NAICS Code: 237 - Heavy and Civil Engineering Construction/ 237110- and Sewer Line and Related Structures Construction Contractors must indicate their small business status as a Small Business (SB), Small Disadvantaged Business (SDB), Service Disabled Veteran Owned SB (SDVOSB), Veteran-Owned Small Business (VOSB), Historically Underutilized Business Zones (HUBZones), Qualified Section 8(a) or Women-Owned Small Business (WOSB). Small Business contractors must perform a minimum of 20% of the work. The estimated order of magnitude is between $5,000,000.00 and $10,000,000.00. Responses to this sources sought announcement will be used by the Government to make appropriate acquisition decisions. NO SOLICITATION IS CURRENTLY AVAILABLE. Project Description: Replacement of treatment units and associated buildings of the wastewater treatment plant (WWTP) Facility, located at the Defense Distribution Center, Susquehanna, New Cumberland, PA 17070. The treatment units and associated buildings that require replacement include, but are not limited to, the existing headworks (influent screening), aeration tank, clarifier tank, tertiary filters, sludge holding tanks, chlorine contact tank, control building, access road, underground utilities, electrical service and ancillary features. The aeration tank, clarifier tank, effluent tertiary filter, chlorine contact tanks, filter building, chlorine building, alum storage building, two (2) storage sheds, the control building and the influent sampler shed will be demolished as part of the project. The project also includes repair of existing sinkhole conditions on the WWTP site. Generally, the proposed treatment plant upgrade will include a new influent screening facility, new sequencing batch reactors (SBRs), a new aerated sludge holding tank, new ultraviolet system (UV), new post aeration tank, new process pumps and blowers, new chemical storage and feed facilities, new influent and effluent samplers, instrumentation and control systems, new electric service, new non-potable plant water pumping system, and new control building. Supporting facilities include electrical service, heating and air conditioning systems, water, sanitary sewer, roadway improvements, storm drainage, sidewalks, fencing, CCTV, access control systems, site preparation and improvements, fire protection and alarm systems, and information systems to include all necessary instrumentation, control, telecommunications and data systems. The new treatment units will treat 0.320 million gallons per day (MGD) of sewage. The existing WWTP shall remain in service until such time that the new facilities have been brought on line and certified by both the Government and the Pennsylvania Department of Environmental Protection (PADEP) as meeting NPDES Permit Discharge Monitoring Requirements. Sources interested in this announcement must have knowledge and experience in constructing upgrades to similar size and type wastewater treatment plants. Interested sources shall have demonstrated experience in constructing, scheduling, and phasing similar type projects. Interested sources must submit a narrative demonstrating their qualifications to perform work as described above. The narrative shall include a summary of qualifications, details of similar work experience, including dates of performance and references with contact information. Interested sources shall demonstrate their experience in the following areas within the narrative: 1. Contractor shall provide demonstrated experience in construction of WWTP. 2. Contractor shall provide demonstrated experience in phasing construction activities while maintaining all functionality of an existing and active WWTP. 3. Contractor shall provide demonstrated experience in demolition activities. 4. Contractor shall provide demonstrated experience in construction of supporting facilities such as electric service, heating and air conditioning systems, water, sanitary sewer, CCTV, access control systems, fire protection and alarm systems, and information systems to include all necessary instruments and control, telecommunications and data systems. 5. Contractor shall provide demonstrated experience in sinkhole conditions repair. 6. Contractor shall provide demonstrated experience in construction of micropiles. All contractor employees working at the project site on Defense Distribution Center, Susquehanna, must possess a social security card. Employees must be either a US Citizen, green card holder, or in possession of a workers permit. These requirements with no exceptions must be met to be granted access to work at Defense Distribution Center, Susquehanna. Additionally, it would be a benefit to the offeror to have engineering and construction personnel familiar with USACE standards and practices for military construction projects. Qualified Small Businesses must submit the following information: 1. Company name, address, phone number and point-of-contact. 2. Company's Central Contractor Registration (CCR) cage code and DUNS number to verify your business status as a qualified Small Business (SB), Small Disadvantaged Business (SDB), Service Disabled Veteran Owned SB (SDVOSB), Veteran-Owned Small Business (VOSB), Historically Underutilized Business Zones (HUBZones), Qualified Section 8(a) or Women-Owned Small Business (WOSB). Contractors must be registered in SAM and Online Representations and Certifications Application (ORCA) at time of contract award, Please see www.sam.gov and www.bpn.gov for additional registration information. 3. Indicate the primary nature of your business. 4. Provide at least three (3) examples of projects similar to requirements described in the project description above, within the past five (5) years. Please demonstrate experience in the type of work at the similar contract value, in a similar type of location. Include point of contact information for examples provided as past performance on indicated projects so that it may be verified. Contractors with unsatisfactory past performance may not be considered capable of successfully performing this type of work. 5. A letter from the surety regarding the bonding capability for a single contract action and aggregate of the interested small business prime contractor. 6. Total submittal shall be no longer than ten (10) pages in one.pdf file or one word document. 7. Email responses are required. THIS IS NOT A REQUEST FOR PROPOSALS. It is a market research tool being utilized to determine the availability of potential qualified contractors before determining the method of acquisition.
