Description
THIS IS A PRESOLICITATION NOTICE. This presolicitation notice, in accordance with Federal Acquisition Regulation 5.204, issued by the National Ground Intelligence Center (NGIC) to announce the intention to issue Request for Proposal (RFP) for Applied Remote Sensing Image Science Support services. This synopsis is issued by the National Ground Intelligence Center (NGIC) solely for informational purposes in accordance with Federal Acquisition Regulation (FAR) subpart 5.2, Synopses of Proposed Contract Actions. It does not constitute a Request for Proposal (RFP) or a guarantee to issue a formal solicitation. The primary purpose of this notice is to increase competition, broaden industry participation, and assist small business concerns in obtaining contracts and subcontracts. If a formal solicitation is released, it will be publicized via the Army Single Face to Industry (ASFI) acquisition business web site (https://acquisition.army.mil/asfi/) and posted on the Federal Business Opportunities website (https: //www.fbo.gov). It is the responsibility of the interested party to monitor these websites for any information that may pertain to this synopsis. The information provided in this synopsis is subject to change and shall not be interpreted as binding on the Government in any way. The contractor shall conduct applied remote sensing for defense intelligence applications. The contractor shall perform Processing, Exploitation, and Dissemination (PED) of applied remote sensing and Geospatial Intelligence (GEOINT) data, including, but not limited to multispectral, hyperspectral, thermal, Synthetic Aperture Radar (SAR), and Overhead Persistent Infrared (OPIR). The contractor shall address intelligence requirements by exploiting remote sensing and GEOINT data. The contractor shall provide image science support for spectral and OPIR scientific and technical intelligence analytical efforts. The contractor shall evolve and advance PED capabilities by conducting image science and enhancing analytical methods, techniques and processes. The contractor shall conduct image science and evaluate the performance of data collected from various remote sensing platforms and sensors. The contractor shall conduct image science in order to evaluate a platform/sensor ability to address intelligence requirements. The contractor shall collect spectral and IR ground truth data, operate field collection instruments, process signatures, interpret and apply signatures, develop algorithms, methods, and techniques, in order to address intelligence requirements. The contractor shall produce draft intelligence assessments, informal intelligence reports, technical reports, and annotated graphical products. The Contractor shall interpret the physical parameters that contribute to a signature's scientific quantitative and qualitative diagnostic features in order to address intelligence needs requiring characterization or identification of targets of interest. The contractor shall answer general questions on the phenomenology of remote sensing systems for the Army NGIC. Objectives Processing, exploitation, and interpretation of VIS/NIR/SWIR hyperspectral data in order to address intelligence requirements: The contractor shall process and interpret Visible, Near-Infrared, Shortwave Infrared hyperspectral data, such as that generated from AVIRIS, Hyperion, and COMPASS sensors. The Contractor shall characterize or identify materials of interest by their respective diagnostic features in the VIS/NIR/SWIR region of the spectrum. Processing, exploitation, and interpretation of MWIR/LWIR Hyperspectral Data in order to address intelligence requirements: The Contractor shall process and interpret Mid-Wave and Long-Wave IR such as that produced by the SEBASS sensor. The Contractor shall characterize and or identify materials of interest by their respective diagnostic features in the MWIR/LWIR region of the spectrum. Processing, Exploitation, and Interpretation of Multispectral Data in order to address intelligence requirements: The Contractor shall process and interpret Multispectral data for a variety of defense intelligence applications. Data types include Worldview, Landsat, SPOT, ASTER and similar sensors. Processing, Exploitation, and Interpretation of VNIR/SWIR non-imaging Hyperspectral Data in order to address intelligence requirements: The Contractor shall operate field collection instruments, such as, an ASD or Ocean Optics spectroradiometers, collect, pre-process and post-process in-situ signature data. The Contractor shall characterize and or identify materials of interest by their respective diagnostic features in the VNIR/SWIR. Processing, Exploitation, and Interpretation of OPIR data in order to address intelligence requirements: The contractor shall conduct 3rd phase scientific and technical OPIR intelligence analysis. The Contractor shall produce intelligence analysis, graphical products, and technical reports. The contractor shall develop methods, techniques, and processes to advance OPIR PED capabilities. Processing, Exploitation, and Interpretation MWIR/LWIR Data in order to address intelligence requirements: The Contractor shall operate field collection instruments, such as a SOC 400-T, pre-process and post-process in-situ signature data. Processing, Exploitation, and Interpretation of FTIR and FLIR Data in order to address intelligence requirements: The Contractor shall operate field collection instruments, such as a Bomem FTIR, FLIR, and customized radiometers, pre-process and post-process in-situ signature data. Contractor shall assess calibration validity, independently identify and correct for sources of erroneous data. Contractor shall develop, modify, and apply algorithms against targets of interest and in situ collected signature data. Processing, Exploitation, and Interpretation of Synthetic Aperture Radar Data in order to address intelligence requirements: The Contractor shall process and interpret SAR data such as that produced by the RadarSat sensor. Processing, Exploitation, and Dissemination for an OCONUS Intelligence, Surveillance, and Reconnaissance (ISR) hyperspectral mission: The contractor shall conduct in theater and reach PED analysis in support of a theater ISR mission. The Contractor shall produce intelligence analysis, graphical products, and reports; Deliver time dominant first phase intelligence analysis; Deliver 2nd phase intelligence analysis; Deliver 3rd phase analysis; Deliver hyperspectral signature-based algorithms, methods, or techniques to enhance PED capabilities and improve performance of ISR capabilities. Performance requires a TOP SECRET contractor facility clearance. Contractor personnel performing under this contract must be U.S. Citizens, have a final TOP SECRET clearance with a Single Scope Background Investigation (SSBI), and must be eligible for indoctrination to the Sensitive Compartmented Information (SCI) level. Some positions may require a Polygraph examination if additional accesses are required. The contractor is responsible for obtaining all necessary security clearances for contractor personnel. This TOP SECRET level contractor facility clearance requirement may also apply to affiliates, team members, and subcontractors if they have access to classified information. We anticipate releasing the solicitation on or about 1 May 2013. The period of performance will be for one base year and four option years for a total possible contract period of performance of 5 years. The anticipated start date no later than 9 September 2013.
