- This is a Request for Quotations. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. A Statement of Work describing our requirement is below. Terms and Conditions will be negotiated with the selected vendor. The quote shall clearly and fully demonstration the offeror's capability, knowledge, and experience in regard to the technical requirements described herein. Stating that you understand and will comply or paraphrasing our requirements is not adequate. Evaluation Factors: 1. Technical Approach: Understanding of the Work to be Performed The quoter shall describe their technical approach to performance of all requirements of the statement of work. The quoter must also identify the major tasks and provide a timeline for deliverables with associated timeframes. 2. Past Performance Instructions: Furnish the following information for three (3) contracts or subcontracts awarded in the past three (3) years that are similar in size and scope to the tasks described in the Statement of Work. a. Customer's name, address, and current telephone number of both the lead contractual and technical personnel b. Brief description of contract work and comparability to the proposed effort. It is not sufficient to state that it is comparable in magnitude and scope. Rationale must be provided to demonstrate that it is comparable. c. Discuss major problems and highlight successes. d. Discuss compliance to cost/price estimate and other terms of the award. e. Identify the average number of personnel on the contract per year or percentage of turnover per year. If you propose to use subcontractors (or teaming arrangements) to occupy a major role, provide the above information on each of the subcontractors (or team members). 3. Price: Price will be evaluated for reasonableness. Offerors shall submit a quotation that includes: • A narrative describing the plan to accomplish the requirements of the statement of work • A firm fixed price with rates for each year. Selection Criteria NSF will make a source selection decision based on Best Value. Award will be made to the responsible offeror whose quotation provides the greatest value to the Government after consideration and evaluation of all the factors. The Technical Approach and Past Performance factors, when combined are significantly more important than price. REQUIRING ORGANIZATION National Science Foundation Office of Legislative and Public Affairs 4201 Wilson Boulevard Arlington, VA 22230 2. OBJECTIVE Procure live streaming, on-demand (VOD) streaming and progressive download video services via a global content delivery network (CDN). 3. BACKGROUND The services would support NSF's current web based video needs and its current iOS based mobile app as well as future MS Windows and Android based mobile apps. The incumbent must be able to support a high volume of traffic from a global audience. And have the flexibility to handle unexpected peaks in service due to popular content. 5. Scope: Video Formats: • Multi bitrate VOD streaming of Adobe Flash, MS Silverlight and Apple HTTP. • Support for HTML5 as the draft specification becomes standard. • Progressive download for Windows Media and QuickTime formats. • Live event streams that are compatible with Windows, OS X, iOS and Android operating systems Bandwidth • NSF's current usage is at ~4Tb per month across all platforms with unexpected peaks due to popular content. • Bandwidth needs are expected to increase over the life of the contract Storage • 2Tb of storage with needs expected to increase over the life of the contract Platforms • MS Windows • OS X • iOS • Android • Windows Mobile 6. DELIVERABLES • A redundant CDN that would support a large global audience for both live and VOD streaming • A web based portal for content management with support for up to 5 users • Comprehensive reporting on video usage • Technical support during operating hours 7am - 6pm EST Additionally, but not required for award, NSF would like web based portal to support on the fly transcoding for delivery to multiple devices without the need to publish more than one video. 7. PERIOD OF PERFORMANCE Current contract ends February 28, 2013. NSF may need at least 30 days to make the transition to a new contractor. The period of performance will be one base year with four option years.
