Description
This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR Subpart 12.6, using Simplified Acquisition Procedures, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation SHALL be posted on both FEDBIZOPPS and NECO (http://www.neco.navy.mil/). The RFQ number is N00244-13-T-0057. This solicitation documents and incorporates provisions and clauses in effect through FAC 2005-63 and DFARS DPN20121212. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at these addresses: www.acqnet.gov/far and http://www.acq.osd.mil/dpap/dfars/index.htm. The NAICS code is 811213 and the Small Business Standard is $10.0M. This requirement is a Small Business set-aside. The Fleet Logistics Center, San Diego, has a requirement for AVAYA telecommunications equipment maintenance. The equipment to be maintained is listed in the attached statement of work. There are two locations to be serviced. One location is in San Diego, CA and the other is located in Norfolk, VA. The requested services to be performed are outlined in the statement of work. The Government requests responses from qualified sources capable of providing required services. Evaluation of Commercial Items; (a) The Government intends to make a single firm fixed price award from this solicitation to the responsible offeror whose offer conforms to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate the quotation: (i) Technical Capability Technical capability may be evaluated by how well the proposed products meet the Government requirement TECHNICAL EVALUATION RATINGS Adjectival Ratings. The following adjectival ratings/definitions shall be used for the evaluation of Technical Capability TECHNICAL RATING RatingDescription Outstanding Proposal meets requirements and indicates an exceptional approach and understanding of the requirements. Strengths far outweigh any weaknesses. Risk of unsuccessful contract performance is very low. GoodProposal meets the requirements and indicates a thorough approach and understanding of the requirements. Proposal contains strengths which outweigh any weaknesses.. Risk of unsuccessful contract performance is low. AcceptableProposal meets the requirements and indicates an adequate approach and understanding of the requirements. Strengths and weaknesses are offsetting or will have little or no impact on contract performance.. Risk of unsuccessful contract performance is moderate. MarginalProposal does not clearly meet the requirements and has not demonstrated an adequate approach and understanding of the requirements. The proposal has one or more major weaknesses that are not offset by strengths. Risk of unsuccessful contract performance is high. UnacceptableProposal does not meet the requirements and contains one or more deficiencies. The plan cannot be approved as submitted. The proposal is un-awardable DEFINITIONS: Weakness is defined as a flaw in the proposal that increases the risk of unsuccessful contract performance. Significant Weakness in the proposal is a flaw that appreciably increases the risk of unsuccessful contract performance. Deficiency is defined as a material failure of a proposal to meet a Government requirement or a combination of significant weaknesses in a proposal that increases the risk of unsuccessful contract performance to an unacceptable level. Risk, is the potential for unsuccessful contract performance. The consideration of risk assesses the degree to which an Offeror ™s proposed approach to achieving the technical factor or subfactor may involve risk of disruption of schedule, increased cost or degradation of performance, the need for increased Government oversight, and the likelihood of unsuccessful contract performance. Strength is an aspect of an Offeror's proposal that has merit or exceeds specified performance or capability requirements in a way that will be advantageous to the Government during contract performance. Contractors meeting acceptable or better criteria on factor one will have their quotation further evaluated under factors ii and iii. (ii) Past Performance Contractors are required to provide Past Performance data on your companies ™ two most recently completed Military Government contracts (Not to exceed (3) years since completion) for like or similar material and services required by this solicitation. If you do not have Federal Government contracts, list State, Local or commercial contracts. Provide contract number, date of contract, quantity, unit price, total cost and the name of Government activity or commercial company, point of contact/phone number. This performance data will be used to evaluate your companies past performance in meeting contract cost/price, technical and delivery objectives. Past Performance: Information should be provided on the Past Performance Data sheet provided as an attachment to this solicitation. Information utilized will be obtained from these references as well as any other sources who many have relevant information. Offer ™s which lack relevant past performance history will receive a neutral rating for this factor. Any offeror ™s proposal which has no relevant past performance history, while rated neutral, may not represent the most advantageous proposal to the Government and thus, may be an unsuccessful proposal when compared to the proposals of other offerors. Neutral: No relevant past performance available for evaluation. Offeror has asserted that it has no relevant directly related or similar past performance experience. Proposal receives no merit or demerit for this factor. Outstanding: Very little to no potential risk anticipated with delivery of quality of product or performance of services. Satisfactory: Little risk anticipated with delivery of quality product, on time, or degradation of performance, or lack of customer satisfaction based upon the offeror ™s past performance. Marginal: Significant potential risk anticipated with delivery of quality product, on time, and of degradation of performance based upon the offeror ™s past performance. (iii) Pricing: Contractors must provide a current unit pricing for all CLIN ™s specified for the Base Year. Should all other factors be equal then pricing will determine the award. Factor (i) Technical Capability is considered more important than Past Performance and Price. Contractor ™s offers that meet Factor (i) will be evaluated under Factors (ii) and (iii). The Contracting Officer ™s award decision will be made based on the ability of a contractor to meet the evaluation criteria set forth in this RFQ. Quotations which take exception and do not meet the Government ™s requirement may be determined to be unacceptable and not considered for award. At the discretion of the Contracting Officer, the Government intends to evaluate quotations without discussions and award Firm Fixed Price contract. Each initial offer should, therefore contain the contractors best terms from technical, delivery and pricing standpoint. Award will be made upon price reasonableness determination, contractor determination of responsibility within the meaning of FAR Part 9, and acceptance to the provisions set forth herein. To be considered, quotes must be received by 2:00 PM PST on 29 January 2013. Quotes can be sent to the Contract Specialist, Reid Chambers via email reid.j.chambers@navy.mil or fax 562-626-7865 All quotes shall include price(s), a point of contact, name and phone number, GSA contract number if applicable, business size, contractor ™s CAGE code and payment terms. Quotes over 10 pages in total will not be accepted by facsimile. Each response must clearly indicate the capability of the offeror to meet all specifications and requirements. Questions regarding this solicitation must be submitted in writing via email to either of the above listed Government points of contact. System Award Management (SAM).
