Description
THIS ANNOUNCEMENT IS NOT A REQUEST FOR PROPOSAL OR A RQUEST FOR QUOTE. This is a SOURCES SOUGHT request only. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The Department of Veterans Affairs, VHA, NCO 19, Rocky Mountain Acquisition Center, is seeking potential sources that are capable of providing armed courier services for the VA Medical Center located in Sheridan, Wyoming. This notice is published for market research purposes only. Requests for a solicitation will not receive a response. The purpose of this sources sought synopsis is to gain knowledge of potential qualified sources. The Government is seeking potential sources for personnel and equipment to provide armed courier services in Sheridan, Wyoming, as indicated below. The North American Industry Classification System (NAICS) code for this sources sought request is 561613 - Armored Car Services. DESCRIPTION: This is a Sources Sought Notice for the following services - This is a non-personnel services contract to provide the Sheridan VA Medical Center (VAMC) an armed guard courier service to take cash and coin from the Sheridan VA MC, located at 1898 Fort Road, Sheridan, Wyoming 82801, Agent Cashier Office and the VA MC Veterans Canteen Service to the Wells Fargo Bank, located at 424 North Main Street, in Sheridan, Wyoming 82801, and return cash and coin from that Wells Fargo Bank back to the same two (2) locations on the VA MC. The Contractor shall provide all personnel, equipment, and supplies necessary to transport cash and coin to and from the Sheridan VA MC, two times per week. Additional pick ups and deliveries are optional and prices for such additional trips shall be included in the contract. Service by the contractor shall be performed during normal working hours of 7:30 a.m. to 4:00 p.m., Mountain Time, Monday through Friday, except on Federal or bank holidays. The contractor shall be fully licensed and bonded in the State of Wyoming, including firearms licenses. The contractor shall insure and prove that all employees and subcontractors have been fully background-checked, that all employees and subcontractors are fully bonded by a commercial insurance carrier, and that all employees and subcontractors are U.S. citizens. The contractor shall provide proof of insurance to cover any incident of theft, loss, vandalism, fraud, and/or liability. RESPONSES: All interested firms shall submit a response demonstrating their capabilities to provide armed courier services in Sheridan, Wyoming. As stipulated in FAR 15.201, responses to this notice are not considered offers and cannot be accepted by the Government to form a binding contract. No solicitation exists at this time; therefore, do not request a copy of the solicitation. The decision to solicit for a contract shall be solely by Government discretion. Firms responding should indicate whether they are, or are not, a small business (large or small), a socially and economically disadvantaged business, a veteran owned small business, a service-disabled veteran owned small business, or a woman owned small business. The general definition of a small business is one that is independently owned and operated and is not dominated in the field of operation in which it is proposing on V.A. contracts and/or with an affiliate. The NAICS code to be used for this sources sought notice is 561137 - Armored Car Services. The Government reserves the right to consider a small business set-aside based upon responses hereto for any subsequent acquisition. Respondents are further requested to indicate their status as a foreign-owned or foreign-controlled firm and any contemplated use of foreign national employees on this effort. Any information submitted by respondents to this sources sought notice is voluntary. This sources sought notice is not to be construed as a commitment by the Government, nor will the Government reimburse any costs associated with the submission of information in response to this Notice. Respondents will not individually be notified of the results of any Government assessments. The Government's evaluation of the capability statements received will factor into whether any forthcoming solicitation will be conducted as a full and open competition, or as a set-aside for small businesses, or any particular small business designation (e.g., SDVOSB, VOSB, HUB Zone, 8(a), WOSB, etc. Capabilities packages: All interested firms shall submit a capabilities package that explicitly demonstrates company capabilities to perform the services stated within this Notice and the information required above. Responses shall be submitted electronically to: james.hyland@va.gov in Microsoft word compatible format, no later than January 31, 2013, by 2:00 o'clock, P.M., Mountain Time.
