Description
CONTRACTOR OPERATED CIVIL ENGINEER SUPPLY STORE: Requirement consists of providing a 'one stop shop' Contractor Operated Civil Engineer Supply Store (COCESS) at Andersen AFB, Guam, 96543-4003. The contractor shall acquire, issue, deliver, and store a variety of material, equipment, parts, tools, and supplies for construction, home repair, and facility maintenance and repair for use by authorized government facilities. To provide a simplified method for civil engineer personnel, to purchase materials, tools, and equipment used in the electrical, plumbing, heating/ventilation/air conditioning/refrigeration (HVACR), sheet metal, welding, pipe fitting, carpentry, landscaping, pavement and grounds maintenance, masonry, electronic monitoring, controls and alarms, painting and wall covering, material handling and rigging, hardware, liquid fuels maintenance, power production, water and waste water treatment and distribution, and pest control trades. The store shall be located on the installation at Unit 14007, Building 18001 and provide easy access for authorized individuals and contain a wide variety of commercial and industrial products. The store shall provide a customer service center with access to a user friendly, state-of-the-art ordering system and electronic catalog for both the customer, as well as the contractor. The store shall stock high use/consumable items for immediate purchase. Contractor shall provide a fully automated, operational electronic ordering system. At least one Automated Ordering System (AOS) access point shall be provided for customer use in the store. Customers must be able to access the catalog and research directly from the AOS access point in the store. In addition to the above characteristics, the ordering system shall have the capability to receive orders for recurring and non-recurring items by e-mail or fax. Telephonic orders will also be accepted for those customers without electronic ordering capability. The contractor shall provide 99% electronic ordering system availability during the normal duty day. The contractor shall be responsible for insuring identified high-use items are stocked and available for immediate issue. Performance will commence on or about 21 Mar 13. The contract will include an anticipated base period from 19 Mar 13 - 30 Sep 13 and possibly four (4) subsequent pre-priced 12-month option periods. The resultant contract will be a firm-fixed price, indefinite delivery indefinite quantity contract. THE PROPOSED SOLICITATION IS UNRESTRICTED WITH NO SET-ASIDE FOR SMALL BUSINESS CONCERNS. However, any business other than small will be required to have a small business subcontracting plan included in their proposal. The applicable North American Industry Classification System (NAICS) for this acquisition is 332510. The requirement is anticipated to use a competitive best value acquisition utilizing Performance Price Trade-Off (PPT). For proposals determined technically acceptable, a tradeoff between price and past performance will be conducted with past performance being of equal importance as price. The anticipated date for the release of the solicitation is 06 February 2013. The anticipated date for the receipt of proposal is 08 March 2013. To ensure you receive notification of changes to the solicitation you must register on that site. Any prospective contractor must be registered in the System for Award Management (SAM), have a DUNS number, and perform changes to its ORCA record on https://www.sam.gov/portal/public/SAM in order to be eligible for award. Registration may take up to 3 weeks to process. Effective 01 Jan 2005, the Federal Acquisition Regulation (FAR) requires the use of Online Representations and Certifications Application (ORCA) in Federal solicitations as part of the proposal submission process.
