Description
The National Cemetery Administration, located at 155 Van Gordon Street, Lakewood, CO 80225 is soliciting proposals for a firm fixed price type contract under Request for Proposal Number VA786-13-R-0105 from qualified and eligible Service Disabled Veteran Owned Small Business Concerns for Commercial Services. All work will be accomplished on site at the Kerryville National Cemetery located at 3600 Memorial Blvd., Kerryville, Texas, and though all work will be accomplished at Kerryville National Cemetery, proposals and correspondence thereof shall be sent to the National Cemetery Administration, Central Contracting Division, located at 155 Van Gordon Street, Lakewood, CO 80225, and marked for the attention of Mr. Derek C. Reed, Contract Specialist. Project work includes, but is not limited to the general contractor providing all plant, labor; tools, parts, equipment, transportation and incidentals required to plan, coordinate, organize, manage, and perform the activities of mowing and trimming; application of fertilizer, herbicides and pesticides; and irrigation system maintenance described by the Performance Work Statement. The end product is to provide and maintain a healthy and aesthetic appearance of the Cemetery grounds as prescribed by the PWS. The contract performance period consist of one base year of twelve (12) months, and four (4) individual option periods also consisting of twelve months each. The total contract duration shall not exceed 60 months. The VA is issuing this Request for Proposal in accordance with FAR Parts 12, and 15 and technical capabilities and past performance are considered significantly more importance than cost or price. Selection criteria as follows: Past performance will be evaluated as a measure of the Government's confidence in the offeror's ability to successfully perform requirements of the solicitation based on recent and relevant past performance efforts. The Government will consider recent and relevant past performance information identified by each offeror and the responses to customer questionnaires regarding performance on recent and relevant efforts as well as any other additional information obtained by the Government. In addition, the Government will evaluate technical capabilities which include project management, technical capabilities, and technical approaches for satisfying requirements similar in size, scope, and complexity. In accordance with P.L. 109-461, this acquisition is restricted to Small Business Concerns Owned and Controlled by Service Disabled Veterans (SDVOSB) concerns. NAICS Code 561730 is applicable to this acquisition with a Business Size Standard of $7.0M. Solicitation documents will be available electronically on or about February 15, 2013 at the FedBizOpps website at http://www.fedbizopps.gov. NO HARD COPIES OF THE SOLICITATION WILL BE ISSUED. Information regarding site visit and pre-proposal conference will be listed in the solicitation documents. Offers are encouraged to visit the job-site to familiarize themselves with the project, project site and conditions which may affect cost. Upon review of the solicitation documents, prospective offerors are encouraged to provide questions and comments, in writing, in regards to the solicitation documents. Interested firms are reminded that in accordance with IAW FAR Part 4.12, prospective contractors must complete electronic on line annual representations and certifications (ORCA) databases prior to award of a contract and all SDVOBs must register in the VetBiz.gov VIP database, available at www.VetBiz.gov. Contracting officers are expressly prohibited from awarding contracts under the authority of 38 U.S.C.8127 unless they have confirmed that the small business is registered in the database. Information regarding ORCA and CCR registration can be accessed at the Systems for Award Management (SAM) website at https://www.sam.gov/portal/public/SAM/.
