- Battelle Energy Alliance, LLC (BEA), the managing and operating contractor of the Department of Energy's Idaho National Laboratory (INL) in Idaho Falls, Idaho, is seeking an Expression of Interest (EOI) from prospective vendors interested in providing Managed Software Development services for INL. This services model restructuring is anticipated to be effective for fiscal year 2014. This EOI addresses the managed service opportunity for Software Development. A formal Request for Proposal will be issued as selected vendors as BEA proceeds with this managed service. The solicitation will be set aside for small business. The INL encourages teaming arrangements with other large and small business as appropriate. Managed Software Development Services -- a fully-managed service which provides: • All people, processes and tools necessary to perform a consolidated and seamless Software Development service • Maintenance of managed applications, including identified Commercial Off-the-Shelf (COTS) applications • Retention of BEA knowledge and experience • Compliance with laboratory requirements and policies • Adherence to formal work management industry standards (i.e., IEEE, EIS, ITIL, CMMI) • Adherence to BEA Software Quality Assurance, Document Control and Records Management rules and processes • Adherence to security policies and practices necessary to maintain a Federal Information Security Management Act (FISMA) moderate certification under a Federal Authority to Operate (ATO) • Ability of personnel to obtain Department of Energy clearances as required for specified work scope Innovative thoughts from vendors are anticipated to play a role in moving decisions forward in this managed service area. Anticipated innovations include: 1. The service is conducted outside of INL facilities where practical 2. What sets the vendor apart from other vendors? a. What gives the vendor the competitive advantage? b. How would the vendor provide this service to the INL? 3. What are the anticipated interfaces the vendor would require? a. What would the vendor need to access our environment? 4. What resources would the vendor need access to? 5. Continuance or improvement of vendor knowledge and expertise a. Process improvements b. Unit or transaction based billing Please express your interest of participation by sending an email to small.business@inl.gov by January 30, 2013. You will then be sent instructions on how to submit a more formal response (i.e., white paper). INL anticipates following up the EOI with a webinar following the submission of white papers.
