- Description
- The Department of Veterans Affairs, VAMC Boston has a requirement for services associated with abdominal fat research studies. Sources are sought who have the technical resources and VA research experience to provide these services. Submit a capabilities statement to cheri.wicks@va.gov no later than January 18, 2013. Provided below is a draft (subject to revision) Statement of Work for the required services. 1.Scope: Services are needed to perform assessment of abdominal fat and muscle according to protocol specifications established with the funding agency (VA Health Services R&D) for the research project entitled An RCT of Telemedicine Interventions for OSA (IRB#4219). In addition, the following secondary services are needed to work on behavioral change scripts and assessment of diet, physical activity, and mediators. The full range of services needed to accomplish the results is expected to be performed by the contractor. 2.Requirements: The contractor shall carry out the study protocol and quality control procedures required and shall perform the following: a.Determination of abdominal fat and muscle i.The contractor shall evaluate the abdominal fat and muscle of research subjects using ultrasound with VA approved specifications. ii.The contractor shall follow a strict protocol for the position of the transducer, the amount of pressure, and the timing of the measurement related to respiration. This "research approach" is in contrast with the "clinical approach", which aims to get an optimal image to visualize a pathological process. b.Data collection for the research program i.Administer food frequency questionnaires to subjects participating in program ii.Assess physical activity using paper and pencil tests as well as accelerometer. iii.Assess physiological mediators of the effect of the interventions. iv.Review medical charts to determine subject eligibility for the research program. c.Miscellaneous research tasks i.Review scientific literature and develop telecommunication dialogue to motivate behavior change in research subjects. ii.Help enter, process, and clean data collected to get it ready for data analysis. iii.Perform other duties as needed and as related to the study protocol 3.Delivery: Services are required Monday through Friday, 7:00am until 3:30pm or as arranged with the lab. The place of performance is the Jamaica Plain facility of VA Boston Healthcare facility located at 150 Huntington Avenue. 4.Performance under this contract is subject to all VA and VHA regulations and policy without limitation as to those now in effect or as may be established 5.The C&A requirements do not apply and a Security Accreditation Package is not required 6.Performance under this contract is subject to the oversight of the VA Study Principal Investigator in consultation with the COTR. Performance under this contract is subject to the oversight of the VA Privacy Officer and VA Information Security Officer (ISO). The Contracting Officer's Representatives (COR) shall coordinate the oversight of the Privacy Officer and the ISO. The COR may direct that persons whom the Contractor proposes to perform under this contract undergo suitability determinations. The costs of any suitability determination shall be borne by the Contractor. This Contractor shall furnish upon demand of the COR a current Roster of Personnel. As directed by the COR, personnel performing under this contract shall undergo and maintain current Cyber Security Training, Privacy Training and any other training as prescribed. The Contractor shall pre-submit invoices to the COR for pre-approval prior to submitting the VA Finance Services Center (FSC). Publications: In accordance with VHA handbook 1200.19 VA support shall be recognized in publications arising from this contract.
