- The Naval Surface Warfare Center, Panama City Division (NSWC PCD), intends to award a sole-source indefinite delivery / indefinite quantity (IDIQ) contract with provisions for firm-fixed price delivery orders to Northrop Grumman Sperry Marine, Inc, 3510 Remson Ct., Charlottesville, VA, 22901 for corrective repair and refurbishment support for Landing Craft Air Cushion (LCAC) Bridgemaster-E navigation radars and Radar Scan Converter cards for a period of three years. Repairs will be conducted at NSWC PCD, 110 Vernon Avenue, Panama City FL 32407 or at the Contractors depot facility. This purchase is not suitable for full and open competition for the following reasons: The Bridgemaster E radar system and radar scan converter cards are based upon proprietary information developed and manufactured by Northrop Grumman Sperry Marine. As the Original Equipment Manufacturer (OEM), Northrop Grumman Sperry Marine is the only source with sufficient in-depth knowledge of the Bridgemaster-E navigation radars and Radar Scan Converter cards that can fabricate the required parts, conduct repairs and deliver on schedule. Interested Offerors may submit request(s) for qualification on future requirements via e-mail to Contract Specialist “ Tim Reed at tim.e.reed1@navy.mil by 25 January 2013. Requests must be marked with the synopsis designation number and should include the offeror ™s name, address, telephone number, commercial and government entity (CAGE) code, point of contact, and clearly identify the offeror ™s capabilities. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this requirement, based upon responses to this notice, is solely with the discretion of the Government.
