- Description
- The US Naval Research Laboratory's Acoustics Division has responsibility for planning and executing a broad-spectrum RDT&E program in underwater acoustic phenomena. The applied research includes developing and proving system concepts; signal processing for active and passive detection, tracking, and classification of underwater targets; target radiation and scattering control; structural acoustics; environmental acoustics; and models for system performance prediction and improvement. The NRL Acoustics Division has a need for acoustic vector-sensors (AVSs). Complete technical specifications will be available as part of the solicitation. NRL intends to award one firm-fixed-price contract for 14 tri-axial underwater acoustic vector sensors with integrated hydrophone and internal orientation sensors with options for up to six additional AVSs. The government intends to use FAR Part 12, Acquisition of Commercial Items. The RFP number will be N00173-13-R-RW01. The solicitation and a detailed specifications and other supporting information will be posted approximately 15 days from the posting of this notice. All potential offerors that have interest in utilizing foreign resources for the purposes of responding to the pending Request For Proposal are hereby notified that information contained within the future RFP, to include all attachments, amendments, or any other information that is posted with the RFP is subject to the International Traffic in Arms Regulation (ITAR). To receive the specifications under the future RFP number, offerors will be required to provide proof of status as a U.S. person (as defined in 22 C.F.R. Part 120.15). Instructions for submitting the certification will be provided with the posting of the solicitation. Upon confirmation of eligibility, potential offerors will be sent a copy of the specifications. The specifications must be safeguarded and protected from unauthorized disclosure in accordance with applicable U.S. export control laws and regulations. The NRL uses electronic commerce (EC) to issue requests for proposals (RFPs) and amendments to RFPs. Paper copies of the RFP will not be provided. The actual closing date for proposals will be stated in the solicitation when issued. All responsible sources may submit a bid, proposal, or quotation, which shall be considered by the agency.
