- Reference Number: NHLBI-CSB-AR-2013-063-CSP Title: Notice of Intent to Award Sole Source to Leica Microsystems, Inc. for a Fluorescent Microscope Service Agreement The National Heart, Lung, and Blood Institute (NHLBI), Office of Acquisitions (OA), on behalf of the National Institute of Arthritis and Musculoskeletal and Skin Diseases (NIAMS), intends to negotiate on a sole source basis and award a contract, for a Fluorescent Microscope Service Agreement, to Leica Microsystems, Inc., 1700 Leider Lane, Buffalo Grove, IL 60089, under the authority of (FAR) Subpart 13.106-1. "(b) Soliciting from a single source. This notice of intent is not a request for competitive proposals. This announcement constitutes the only notice; proposals are not being requested and a written solicitation will not be issued. This solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-62, December 20, 2012. The corresponding NAICS code is 334516 - Analytical Laboratory Instrument Manufacturing and the small business size standard is 500 Employees. The basis for the sole source determination: The sole source determination is based on the fact that Leica Microsystems, Inc. is the sole manufacturer and distributer of the Leica Confocal and Leica Advanced Fluorescents Microscopes. Authorized Service on these microscopes is only available directly through Leica's Service organization. Leica is the sole source for parts and service on these devices. Leica's highly trained service engineers are factory certified to repair and provide unmatched knowledge of Leica Confocal and Leica Advanced Fluorescents Microscope Systems. As the equipment manufacturer, Leica's employee's have the requisite training to provide this specialized service on the microscopes. In addition, Leica Microsystems, Inc. owns the proprietary software that enables Leica to provide the required support on the florescent microscopes. Interested parties may identify their interest and capability to respond to the requirement, in writing, no later than the response date. Written responses to this notice shall contain sufficient documentation to establish a bona fide capability to fulfill the requirement. Written responses shall reference this Notice of Intent No. NHLBI-CSB-AR-2013-068-CSP and may be submitted electronically NO LATER THAN 4:00 P.M. EASTERN STANDARD TIME January 15, 2013 to the Contract Specialist, Caitlin Palmer at: Caitlin.palmer@nih.gov. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
