Description
Please review and verify that all requirement can be met prior to submission of quote. Please complete the attached worksheet and return by the end of the solicitation. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation is issued for Request for Quotations (RFQ) # F1R2402335A001. This solicitation document & incorporated provisions & clauses are those in effect through Federal Acquisition Circular 2005-62 and Defense Acquisition Circular 20121212. The NIACS Code is 611420 with a size standard of $10 MIL. The purchase will be for an Softrain A+ Computer Training. Dyess AFB has the following requirements: 1. Provide certification training at Dyess Air Force Base in Abilene, Texas for 12 students being considered for A+ certification. Requested training should be performed by a certified CompTIA Learning Center activity and instruction should consist of at least 10 classroom days for each A+ class per CompTIA's recommendation and the industry standard for certification. Each training day will consist of (6) six hours per day and can accommodate up to (12) twelve students. 2.Provide: most current CompTIA certified courseware, certified instructor, training systems, student CD's compatible with Windows 7, test vouchers (2 per student) and CompTIA certified handouts. In addition, requested contractor provide each person a lap top computer for classroom training and proctoring services to enable students to take the associated certification exams on the final day of the course. Additionally, the contractor should be a fully certified as Pearson Vue Testing Center as well as a General Services Administration (GSA) registered entity. The contractor must be able to prove they have been instructing credentialed training services in this field for no less than 5 years. This is to ensure that the quality of training is relevant and viable. 3.Provide the following:CompTIA Certified Courseware ISBN 978-0-470-48649-8 or Most Current, CompTIA Certified Handouts & Study Material, Certificate of Completion, Training Surveys, Student Assessment Tools, Internet Access to Training Outlines, Free Unlimited Retakes, Continuing Education Units (C.E.U.) Credits. 4.Access to government property and facilities: The Contractor will be allowed limited access to the Government facility, and depending upon space availability, the exact location will be denoted prior to contractor arrival and once firm classroom dates have been scheduled within 20 days of contract award. The Contractor will be signed in the first day by an authorized representative and given an unaccompanied pass for the remaining training time to enter/exit the base by the most direct route to/from the training location. Provision at FAR 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. FAR 52.212-2, Evaluation-Commercial Items, applies to this acquisition. This award will be made on the basis of lowest cost, technically acceptable. Clause at 52.212-4, contract Terms and Conditions-Commercial Items, applies to this acquisition. Clause at 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition, and the following FAR clauses are cited: 52.225-13, Restrictions on Certain Foreign Purchases; 52.219-28, Post-Award Small Business Program Rerepresentation; 52.222-3, Convict Labor; 52.222-21, Prohibition of Segregated Facilities; Clause at FAR 52.222-19, Child Labor; FAR 52.222-26, Equal Opportunity; FAR 52.222-41 Sercive Contract Act of 1965; FAR 52.222-42, Statement of Equivalent Rates For Federal Hire; FAR 52.232-33, Payment by Electronic Funds Transfer-Central Contractor Registration. Additional Contract Terms & Conditions applicable to this procurement are: DFAR 252.212-7001, Contract Terms and Conditions required to Implement Statues or Executive Orders applicable to Defense Acquisition of Commercial Items is hereby incorporated by reference.
