- NASA/LaRC has a requirement for four (4) high strength, stackable aircraft research racks and associated hardware for the HU-25C Falcon Jet, B200, and UC-12 aircraft at NASA Langley Research Center. NASA/LaRC intends to purchase these items from Welch Mechanical Design (WMD), who are uniquely qualified to provide these products based on their previous work in developing the custom rack systems employed on LaRC's B200 and UC-12 aircraft. These racks were developed specifically to address NASA Langley's research requirements. These racks, and their components, contain significant intellectual property and proprietary data that is not available outside of WMD. Given the Government's requirement for interchangeable racks with existing systems and WMD's unique knowledge and capabilities, WMD shall be the only source. The Government intends to acquire a commercial item using FAR Part 12 and the Simplified Acquisition procedures set forth in FAR Part 13. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on 01/15/2013.Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
