- THE SYNOPSIS OF RFP NUMBER SPM2D1-13-R-0006 HAS SUPERCEDES RFQ NUMBER SPM2D1-13-R-0002 12 October 2012 BRAND NAME OR EQUAL SPECIFICATION Delivery System, Oxygen, Portable 1. Scope. This specification covers the requirements for a Portable Oxygen Delivery System. The system shall be Sequal Technologies ( Saros Medical Oxygen System Model 3000, P/N: 9400 or Equal) with the following salient characteristics: 2. Salient characteristics : •· The Oxygen System shall have Rotary wing air worthiness certified •· The Oxygen System shall be capable of operating from 100-240VAC, 50-60Hz, and internal rechargeable battery power operation. Shall include AC power adapter •· Shall have Pulse Dose Mode with autoSAT Technology •· Shall have 1-3 LPM continuous flow mode without running out of oxygen •· Shall have a maximum weight of 10.00 pounds without battery and 12.25 pounds with battery •· Shall have HEPA, Air Exhaust, Air intake filters •· Shall have an FDA 510K number •· The Oxygen System shall be capable of operating at high altitudes, up to 18,000 feet •2.2 Workmanship. The Oxygen Delivery System and all accessories shall be free from defect that detract from its appearance or impair its serviceability. •2.3 Unit. Each (EA) System plus accessories, as specified, constitutes one unit. 3. REGULATORY REQUIREMENTS. 3.1 Federal Food, Drug, and Cosmetic Act. If the product covered by this document has been determined by the U.S. Food and Drug Administration to be under its jurisdiction, the offeror/ contractor shall comply, and be responsible for compliance by its subcontractors/suppliers, with the requirements of the Federal Food, Drug and Cosmetic Act, as amended, and regulations promulgated thereunder. In addition, the offeror/contractor shall comply, and be responsible for compliance by its subcontractors/suppliers, with the requirements of all other applicable Federal, State, and local statutes, ordinances, and regulations. 3.2 Recovered materials. The offeror/contractor is encouraged to use recovered materials in accordance with the Federal Acquisition Regulation (FAR) Subpart 23.403 to the maximum extent practical. 4. QUALITY ASSURANCE PROVISIONS. 4.1 Contractor certification. The contractor shall certify and maintain substantiating evidence that the product offered meets the salient characteristics of this brand name or equal specification, and that the product conforms to the producers' own drawings, specifications, standards, and quality assurance practices, and is the same product offered for sale in the commercial market-place. The government reserves the right to require proof of such conformance prior to first delivery and thereafter as may be otherwise provided for under the provisions of the contract. 4.2 Metric products. Products manufactured to metric dimensions will be considered on an equal basis with those manufactured using inch-pound units. Dimensions and tolerances specified shall be converted using conversion tables contained in the latest revision of ASTM E 380. 5. PACKAGING. 5.1 Preservation, packaging packing, labeling and marking. Shall be as specified in the contract and/or order. Specific requirements for this item are indicated in Section C, Description/Specification; general packaging and marking requirements are indicated in Section D, Packaging and Marking. 6.
