- Synopsis - TF-33 FIRST STAGE FAN BLADE REMANUFACTURE FA8121-13-R-0011 1. ESTIMATED SOLICITATION ISSUE DATE: 23 January 2013 ESTIMATED SOLICITATION CLOSING/RESPONSE DATE: 22 February 2013 2. PR#: FD2030-12-00499 3. TYPE BUY: Remanufacture, Firm Fixed Price (FFP) Split-Award. This will be an Indefinite Delivery Indefinite Quantity contract with a one year basic period and four-one year options. 4. AMC: R3V 5. ITEM: L/I 0001- BLADE SET, COMPRESSOR, NSN: 2840-00-439-9238 RV, PN: 410025 L/I 0002- Data and Reports, Not Separately Priced 6. DESCRIPTION: L/I 0001 Remanufacture of TF-33 First Stage Fan Blade Sets. Set is made up of two blades. 16 blades are need for a completed end item. Material is AMS 4928 Titanium Alloy. Diameter is approximately 16.01 inches. ITEM FUNCTION: L/I 0001 Attaches to the First Stage Hub and directs air flow through the fan section of the N1 (low speed) Compressor. 7. QUANTITY/DELIVERY: Best Estimated Quantity (BEQ) and delivery are below: Quantity: LI 0001 - Basic BEQ 108 se, Option 1 - BEQ 110 se, Option 2 - BEQ 122 se, Option 3 BEQ 116 se, Option 4 135 se Delivery: L/I 0001- Deliver 50 se 30 days after receipt of order L/I 0002- Deliver IAW CDRLS. 8. APPLICATION: TF-33 Engine, B-52 9. DESTINATION: L/I 0001 Ship to: SW3211. L/I 0002 Ship to: IAW CDRL 10. QUALIFICATION REQUIREMENTS: Sources must be qualified prior to being considered for award. To be eligible for contract award, the offeror must be an approved source IAW FAR 52.209-1, Qualification Requirements. The Government is not required to delay contract award to review pending Source Approval Requests (SARs). Therefore, offerors are encouraged to submit SARs as soon as possible. If the Government has not completed review of a SAR when the contract is awarded, the SAR will be retained and the source will be reviewed as a possible source for future awards. 11. EXPORT CONTROL: Data is export controlled. The solicitation/procurement data list is approved for release only to U.S. DoD contractors who are registered and certified with the Defense Logistics Information Service (DLIS). Submission of DD Form 2345, Military Critical Technical Data Agreement, with your request for the solicitation is required as specified in the International Traffic in Arms Regulation (ITAR), 22 CFR Sections 121 through 128. Foreign contractors cannot participate as prime contractors. The technical data will not be available until the solicitation is posted. 12. UID: If unit price exceeds $5,000.00 then UID requirements will apply. 13. ADDITIONAL INFORMATION: Electronic procedures and Request for Written Proposal will be used for this solicitation through FedBizOpps at https://www.fbo.gov/index. All responsible sources solicited may submit a bid, proposal, or quotation, which shall be considered by the agency. Based upon market research, the Government is not using the policies contained in Part12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice. 14. OMBUDSMAN NOTE: An Ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern.
