- 1.NOTICE OF INTENT: The U.S. Army Engineering Support Center, Huntsville, Alabama (CEHNC) intends to award a requirement to service disabled veteran owned small business (SDVOSB) DAI Management Consultant in the estimated amount of $65,000. (THIS ANNOUNCEMENT IS NOT A FORMAL SOLICITATION. The Government is only performing market research in order to determine if there are any other SDVOSB firms that possess the capability to execute the requirement noted below (estimated award date of January 2013). This notice is for information and planning purposes only and shall not be construed as a commitment by the Government. 2.. Scope/Description of Requirement: In support of the Energy Initiatives Task Force (EITF), the U.S. Army Corps of Engineers, Huntsville Engineering and Support Center (USAESCH)), proposes to acquire market analysis and forecasting services to facilitate the evaluation of the economic and regulatory feasibility of renewable energy development at Fort Leonard Wood, Missouri (FLW), and Redstone Arsenal, Alabama (RSA). The analysis will include the following elements: Projection of electric power prices; Projection of natural gas prices; Projection of relevant Renewable Energy Credit prices; Identification of relevant industry/regulatory considerations that may bear on the determination of the desirability of renewable energy development at FLW and RSA; and, Assessment of utility's projected load and analysis of the basis for the utility's projections. 3.Under 13 C.F.R. 125.9 and 125.10, to be an eligible SDVOSB, (a)A concern must be at least 51% unconditionally and directly owned by one or more service-disabled veterans. NOTE: Ownership by one or more service disabled veterans must be direct ownership. In the case of a concern which is a corporation, at least 51% of the aggregate of all stock outstanding and at least 51% of each class of voting stock outstanding must be unconditionally owned by one or more service-disabled veterans. (b)the management and daily business operations of the concern must be controlled by one or more service-disabled veterans (or in the case of a veteran with permanent and severe disability, the spouse or permanent caregiver of such veteran). Control by one or more service-disabled veterans means that both the long-term decisions making and the day-to-day management and administration of the business operations must be conducted by one or more service-disabled veterans (or in the case of a veteran with permanent and severe disability, the spouse or permanent caregiver of such veteran). (c) One or more service-disabled veterans (or in the case of a veteran with permanent and severe disability, the spouse or permanent caregiver of such veteran) must control the Board of Directors of the concern. Service-disabled veterans are considered to control the Board of Directors when either: (i) One of more service-disabled veterans own at least 51% of all voting stock of the concern, are on the Board of Directors and have the percentage of voting stock necessary to overcome any super majority voting requirements; or (ii) Service-disabled veterans comprise the majority of voting directors through actual numbers or, where permitted by state law, through weighted voting. NOTE: A service-disabled veteran (or in the case of a service-disabled veteran with permanent and severe disability, the spouse or permanent caregiver of such veteran) must hold the highest officer position in the concern (usually President or Chief Executive Officer) and must have managerial experience of the extent and complexity needed to run the concern. The service-disabled veteran manager (or in the case of a veteran with permanent and severe disability, the spouse or permanent caregiver of such veteran) need not have the technical expertise or possess the required license to be found to control the concern if the service-disabled veteran can demonstrate that he or she has ultimate managerial and supervisory control over those who possess the required licenses or technical expertise. (d)The most applicable North American Industrial Classification System Code (NAICS) is 541690, Energy Consulting Services (standard of $14M). Prospective SDVOSB contractors shall be registered in the System for Award Management (SAM) prior to award of a contract. Firms are encouraged to obtain further information on SAM registration at the following website: https://www.sam.gov/portal/public/SAM/. This announcement does not obligate the Government to award a contract nor does it obligate the Government to pay for any bid/proposal preparation costs 5. If you would be interested in such work you are requested to submit a capability statement which addresses as a minimum, the following items: (a) Company name and address; (b) Point of contact name, phone number and email address; (c) Size of business pursuant to NAICS Code 541690 standards (d)Would you be proposing on this project as a sole contractor,prime contractor with subcontractor(s), prime contractor with team member subcontractor(s), or a joint venture? (If you have proposed a joint venture, identify to the extent possible, your team members. Identify the business size of your team members or joint venture firms. If a teaming arrangement is planned, give details to the extent practicable on how the team likely will be composed. See FAR subpart 9.6 for Government policy on teaming arrangements, as well as 8(a) Program regulations described in 13 CFR 124.513.) (e) Describe your commercial and/or Government experience in the following areas: i.Projection of electric power prices ii.Projection of natural gas prices iii.Projection of Renewable Energy Credit prices a.Solar RECs b.Wind RECs c.Other RECs iv.Identification of relevant industry/regulatory considerations on the economics of renewable energy project development - notably technology type, timing issues, and size of the renewable project. v.Assessment and analysis of publicly available projections of energy sales and peak demand for Independent System Operator(ISO) or similar (f) Specify the point of contact information, dollar value, location, and any other pertinent details related to the projects described in section e. 6. As part of formal response, firms shall provide sufficient details explaining which of the guidelines from 13 C.F.R. 125.9 and 125.10 make an eligible SDVOSB concern. In addition, respondents shall submit a copy of a DD-214 and Veteran's Affairs Disability (rating) letter for the pertinent service disabled veteran/veterans. 7. Responses shall be no more than 10 pages (single spaced, front side only, no smaller than Times New Roman, font size 12 or equivalent). Extraneous materials (brochures, manuals, etc.) will not be considered. Questions concerning this announcement shall be submitted in writing via email to both Contract Specialist Drew Choat (email address noted above) and Contracting Officer Chaquandra Wilson (email address noted above). 8. Registration as an interested vendor for the subject notice does not in any way exempt your firm from submitting the required capability questionnaire. Therefore, if your firm would like to be considered an interested source for this requirement, please submit a capability questionnaire in accordance with the posted announcement. Your response to this announcement is not a request to be considered for a contract award. This is not a request for proposal and does not obligate the government to award any contract. The Government does not intend to rank submittals or provide any reply to interested firms.
