- Description
- The Government intends to negotiate a noncompetitive contract with Aplicor, Inc. of Boca Raton, Florida for continuation of specialized Customer Relationship Management (CRM) System services for a three-month period. This noncompetitive award shall be for three months, commencing on February 28, 2013. The National Oceanic and Atmospheric Administration's (NOAA) National Environment Satellite, Data, and Information Service (NESDIS), Office of Satellite and Product Operations (OSPO) manages NOAA's 24x7 environmental satellite operations, product generation and distribution of environmental data and derived products to domestic and foreign users. The environmental data products and services are used to support analyses for weather and environmental watches, warnings, forecasts and longer-term climate analyses. OSPO provides data products, services, planning, management and coordination with the National Weather Service, U.S. Air Force and U.S. Navy and other users for exchange of environmental satellite data. OSPO manages NOAA's Search and Rescue Satellite Aided Tracking (SARSAT) system and coordinates participation in the International COSPAS-SARSAT Program. OSPO manages the strategic and tactical environmental and oceanographic ice services at the National Ice Center for the operational requirements of the U.S. national interests and the United States government agencies. The three-month continuation of services is needed until the current CRM tool provided by Aplicor, incumbent contractor, under the United States Department of Commerce contract DG133E-09-CN-0172, (which was originally competed) transitions to part of the Geostationary Operational Environmental System (GOES-R) tool. OSPO has used a customized version of Aplicor's CRM product to provide services, since 2009, tailoring their off-the-shelf product to closely align with the 24x7 business model of OSPO's Environmental Satellite Processing Center and Satellite Operations Control Center. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by NOAA. Any submission must be received not later than 15 calendar days from the date of the posting of this announcement. Any response must include sufficient information to allow the government to evaluate its capability relative to the technical requirements stated herein. A determination by the Government not to open the requirement for competition based upon responses to this notice is solely within its discretion.
