- The Bureau of Engraving and Printing (BEP) has awarded a Logical Follow-On Blanket Purchase Agreement (BPA) for an estimated award amount of $62,000,000.00, to Deloitte Consulting, LLP under GSA Contract # GS-35F-06717Y, Schedule 70. This BPA was awarded based on the Limited Source Justification as prescribed in FAR subpart 8.405-6. The base period of performance is from January 02, 2013 through January 01, 2014, with four (4) one year option periods, that maybe exercised at the discretion of the Government in accordance with FAR 8.405-3. This logical follow-on does not result from a lack of planning or expiration of funds. The Logical-follow-on results from a defined need by BEP to establish a logical follow-on BPA to BPA C09-07000 to complete the ERP effort currently underway. The GSA Schedule contract issued to Deloitte Consulting LLC was suddenly notified the un-lying Deloitte Consulting LLC GSA Schedule 70 contract was ending with the issuance of a new GSA Schedule 70. GSA gave final notice to BEP that the BPA could not be rolled over onto the new contract one and a half weeks before the former Deloitte Consulting LLC GSA Schedule Contract was expiring. Deloitte Consulting is the only available and appropriate source for the continued ERP effort. As the original designer, developer, and implementer of the ERP effort at this time no other vendor has the detailed knowledge of the specifics of this technology and how the various modules interface to help support BEP's critical production operations. Due to the complexity of the current environment any new vendor would take at least 12-18 months to understand the technologies, software coding and technical interrelationships involved at this stage of the ERP effort. Vendors are invited to send in capability statements or quotations to be considered by BEP.
