- Request for Information (RFI) Stand-off Face and Iris Recognition Systems Suited To High-throughput Environments and Enabling Technologies DUE: 15 February 2013 SPAWAR Systems Center Atlantic (SSC Atlantic), in support of the Department of Defense (DoD), Combatant Command (COCOM), Foreign Military Sales (FMS), Department of Justice (DOJ), Department of Homeland Security (DHS) and Federal and Interagency Organizations, provides acquisition and quick-reaction capabilities and support to the designing, developing, fielding and sustaining of Future Biometrics, Forensics, and Identity Superiority solutions (material and non-material) and capabilities. SSC Atlantic is conducting market research to identify face and iris recognition systems with fast-capturing and stand-off capabilities that is suited to high-throughput environments, and enabling technologies to support the development of a multi-modal, biometric, access control prototype system. SSC Atlantic seeks information from Government, Industry and Academic organizations who are currently involved in advanced technology development, proof of concepts, rapid prototyping, system development, and the operational and system testing and evaluation of face and iris recognition devices, with a primary emphasis on ability for automated fast capture of moving subjects in high-throughput environments. Information collected from this market research study will serve a dual purpose. It will be shared with NIJ, NIST, DHS, and DOD stakeholders, and will directly assist these organizations in shaping their Strategic (Technology) Roadmap and Strategic Investment Plan. Additionally, it will also be shared with SSC Atlantic Biometrics Integrated Product Team leadership, who has expressed interest in extending invitations to responding organizations with game changing stand-off face and iris recognition systems suited to high-throughput environments and enabling technologies to provide a capability briefing and technology demonstration during the 2nd and 3rd Quarters, Fiscal Year 2013. Submittals Respondents are required to provide a 1 page product description of the device and its capture methods and a quad chart for each independent face and/or iris system or enabling technology following the instructions and formats provided in the attached Fast Capture Face and Iris RFI Instructions (Fast Capture Face and Iris - RFI Instructions.docx). All submissions should be e-mailed no later than 3:00 PM EST, February 15, 2013 to lashon.stephens@navy.mil. This RFI is for information gathering and planning purposes only, and should not be construed as a Request for Proposal (RFP) or solicitation of an offer. The Government does not intend to award a contract on the basis of this RFI or otherwise pay for the information solicited. Submission of vendor information constitutes consent to publication within internal Government documents. Submittal/response information will not be made known to the general public.
