- The US Air Force, Intelligence Surveillance and Reconnaissance and Special Operations Forces (ISR/SOF) Directorate intends to refurbish eight standard and one offset anchorage bar assemblies for Mississippi River Project Office Maintenance section procurement of four Mission System Operator (MSO) Part Task Training devices (PTTs) and three Pilot Desktop Training devices (PDTs) in support of Air Force Security Assistance Training (AFSAT) of Afghan National Army Special Operations Force (ANASOF) Special Mission Wing (SMW) pilots and mission sensor operators on a sole source basis in accordance with the statutory of 10 U.S.C. 2304 (c) (1) as implemented by FAR 6.302-1. A firm fixed price contract valued at approximately$4,500,000 is planned to be awarded to Sierra Nevada Corporation (SNC) on or before 15 February 2013. The Government of the Islamic Republic of Afghanistan (GIRoA) faces a myriad of nationwide threats requiring specially trained Special Operations Forces (SOFs) to conduct counter terrorism (CT) and counter narcotics (CN) missions. Coalition Forces currently perform all Fixed Wing (FW) SOF missions within the Afghanistan Theater of Operations. In order to facilitate and accelerate the continued transfer of security responsibilities to the GIRoA and Afghanistan SOF, ANASOF required a FW multi-mission platform. The required timeline for delivery of these training devices to the SMW is June 2013. A February 2013 award date is required as the training devices take approximately six months to procure due to the development and integration of the specialized Afghan software. This effort is an exceptional circumstance not only due to the need outlined by the Air Force Special Security Assistance Command but because it fulfills a requirement to grow the SMW and stand up an autonomous SOF capability. SNC is the contractor purchasing and modifying these multi-use aircraft along with developing a high performance suite of software required to aggregate and display mission essential data in a common operating picture. They are the only source available to contract with that possesses the knowledge to fulfill the training requirements within the timeline required for the build of the trainers concurrently with the modified aircraft. The NAICS code for this code for this procurement is 336411 with a size standard not to exceed $5M. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES AND no solicitation will be issued; however, any business firm that believes it can meet the requirement may give written notification to the contracting officer in the form of a capability statement. Supporting evidence in sufficient detail that demonstrates the ability to comply with the requirement listed must be furnished to the point of contact listed below by Thursday January 17, 2013 @5:00PM EST. A determination by the government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. The US Air Force, Intelligence Surveillance, Reconnaissance, Special Operations Forces (ISR/SOF) Directorate, will not reimburse for any costs connected with supplying sufficient detail to demonstrate the ability to comply with the requirement listed.
