- This is a Request for Information (RFI) only. This is not a solicitation announcement, nor is it a Request for Quote (RFQ). This request does not obligate the Government in any contract award. The U.S. Army Corps of Engineers, Pittsburgh District, is conducting market research seeking information on standard commercial practices for the acquisition of Oxygen and Acetylene to include cylinder rental. It is anticipated that the results of this market research will support the development of a RFQ for the requirement. The Government will not pay for the provision of any information, nor will it compensate any respondents for the development of such information. Response to this RFI is strictly voluntary and will not affect any firm's ability to submit a quote if and when a solicitation is issued. The anticipated requirement is for Oxygen (CF 251 or 285) and Acetylene (Bottle Num 5), to include cylinder rental, to be provided for a period of one (1) base year and four (4) option years. The anticipated quantities are 60 cylinders of Oxygen and 30 cylinders of Acetylene. The Government will require delivery to one location with continued refill/replacement of the Oxygen and Acetylene cylinders. The Government is requesting information on commercial industry standard practices, specifically: 1. What standard line items are usually charged commercially (i.e. gases initially delivered, cylinder rental charge, delivery charge, refill/replacement charge, HAZMAT charge, etc.)? 2. What is the most cost efficient way to establish the rental of cylinders (i.e. daily, weekly, monthly, annually)? Are there any other commercial pricing strategies that the Government should consider? 3. How is refill and delivery handled in the commercial industry? Is it more cost efficient for the Government to notify the contractor when cylinders on hand are empty and need replaced or is there a more cost efficient way to have the contractor schedule refill/replacement of cylinders at regular intervals (monthly, quarterly, etc.)? If standard commercial contracts are utilized in the industry, respondants are requested to provide a copy for the Government's information. Please provide any other information that may assist the Government in developing a RFQ that is more consistent with commercial industry standards. Responses must be provided no later than 3:00 PM EST on January 10, 2013 to Ms. Carole M. Householder via email at carole.householder@usace.army.mil.
