- Description
- NOTICE OF INTENT TO SOLE SOURCE: The Centers for Disease Control and Prevention (CDC), National Center for Injury Prevention and Control, Division of Violence Prevention (DVP) intends to award a sole source purchase order to the Martin Luther King, Jr., Center for Nonviolent Social Change, Inc., Atlanta, GA 30312, for the professional services for the participation in the project entitled, "King Youth Empowerment and Health Promotion and Wellness Fest Forum." CDC intends to negotiate this requirement under the authority of FAR 13.106-1(b)(i). The sole source procurement will be awarded as a simplified acquisition in accordance with FAR Subpart 13 procedures. The anticipated period of performance will be six months from the award date. The associated North American Industrial Classification System (NAICS) code for this procurement is 813410 with a small business size standard of $7 million. The purpose of this contract is to procure the services and technical expertise from the only qualified contractor who will develop and implement a series of coordinated activities focused on the promotion of public health in support of the King Youth Empowerment and Health Promotion and Wellness Fest Initiative as part of the activities for King Week 2013. The Health and Wellness Fest will be held on January 12, 2013, to coincide with the month of Dr. Martin Luther King, Jr.'s birth, and will take place in Atlanta, Georgia. The King Center is the only responsible source capable of providing the King Youth Empowerment and Health Promotion and Wellness Fest. Dr. Martin Luther King, Jr. was a civil rights leader, recognized proponent of non-violence, and community outreach leader. The King Center was founded to carry on Dr. King's legacy and share his teachings. The King Center holds the intellectual property rights to proprietary "Kingian" youth non-violence training. Since the Health Fest will focus on the teachings and personal philosophy of Dr. Martin Luther King, Jr., this proprietary training is essential. No other organization can tie the philosophy of non-violence as exemplified by the life of Dr. King, to the issues of Teen Dating Violence, Bullying, Youth Violence, and Gang Initiation Rituals as effectively as the King Center. In addition, Dr. King's Civil Rights' legacy gives the King Center unparalleled influence in the Atlanta community, the site of the Health and Wellness Fest forum. Dr. King's Civil Rights' work provides the King Center with particularly strong ties to Atlanta's minority community, many of whom stand to benefit from the Health and Wellness Fest Forum. The King's Center's unparalleled influence in the Atlanta Area will allow the message of the Health and Wellness Fest to have a greater impact on the community than would otherwise be possible. As a result of this synopsis, no competitive solicitation will be posted on FedBizOpps. We will issue only one solicitation to The King Center. However, firms that believe they can provide these services are encouraged to identify themselves and give written notice by providing a capability statement to the Contracting Officer by January 8, 2013, at 1 PM EST. A determination by the Government not to compete this proposed action will be based on responses to this notice and are solely within the discretion of the Contracting Officer. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Inquiries shall be sent to Betty Vannoy by email at bbv9@cdc.gov and reference Solicitation No. BBVFY130002. No telephone calls will be accepted.
