- The US Army Contracting Command-Aberdeen Proving Ground (ACC-APG), Fort Belvoir Division, is seeking sources on behalf of the Project Manager Mobile Electric Power (PM MEP) that have available, or the capability to provide highly qualified Operations, Budget, Business Management, Scientific, Technical, Engineering, Logistics, Program Analytics, Acquisition, Fielding, Training and Equipment De-processing personnel service support. Such support shall assist the PM MEP Executive Office and associated Product Line Managers in the development and execution of programmatic actions to support the acquisition, fielding, modeling, and execution of future operational energy strategies for mobile electric power systems in support of the Joint Services' Warfighters. The operations, budget, business management personnel will be responsible for supporting daily operational and financial planning with both internal and external DoD customers. Scientific, and technical personnel will be responsible for identifying and advancing PM MEP's strategy and mission via communications and coordination with internal PM MEP functions and higher DoD agencies by researching current and future advanced technologies capable of increasing power effectiveness and efficiencies; and writing reviews and evaluations of acquisition management programs and requirements documentation. Engineering, Logistics, Program Analytics, and Acquisition duties include, but are not limited to: providing assistance with life cycle management and acquisition requirements; procurement, testing, and fabrication of materiel systems; engineering analysis of designs, faults, and failure modes, quality programs, production processes, and logistics program and integrated logistics support activities. Fielders associated with this source shall be highly experienced in PBUSE, De-processing, training and have some knowledge of power-generation, power distribution, and environmental control equipment. Fielders, trainers, de-processors, and operations strategists must be capable of executing fielding within the Continental United States (CONUS) and outside the Continental United States (OCONUS). In addition, interested parties must have experience or be familiar with planning, coordinating, and execution requirements associated with successful deployment and fielding of systems in support of possible theater of conflict contingency operations. Such personnel resources must be willing to deploy to these locations in support of mission requirements. Interested parties with the capabilities to satisfy the above should submit a white paper, not to exceed 10 pages, describing the contractor's experience in providing aforementioned support services and the planning, coordinating, and execution of fielding military systems in CONUS, OCONUS, and US Contingency Theaters of Operation over a 3 year period. Additionally, your company's response should include a complete discussion of your ability to meet the above stated requirements and capabilities, and staffing capabilities. The supporting documentation must be in sufficient detail to enable the Government to determine if the potential vendor either has the required capabilities and fielding/training experience required for this production effort. Responses should also include a cover letter (not included in the page count) providing: 1. Statement as to whether or not your company is considered a small or large business. Please also indicate any socioeconomic classification (8(a), Woman-Owned, Veteran-Owned and Operated, Service-Disabled Veteran-Owned, Operated business, or HUB-Zone) that applies. The small business size standard is $14 million for the North American Industry Classification System (NAICS) Code 541330. Additionally, responders should include direct answers to the following questions: a. Are you planning on being a Prime or a Subcontractor? b. If you are a small business and plan to be a prime please inform how you will meet the limitations on subcontracting Clause 52.219-14? c. If your Company is awarded the contract, will you be able to perform at least 50% (percent) of the work required in house? d. The Government understands that teaming is an intricate part of contracting. Please briefly describe how you would approach selecting team members for this requirement if you are not performing this action 100% in house? e. What are the core competencies of your employees that would support the requirements of the PWS? Also, provide the total number of individuals currently employed by your Company that are capable of supporting the requirements f. Can your Company sustain the effort if not paid for 90 calendar days? g. Is your Company currently providing similar services to another government agency (if so provide Contract Number, Point of Contact (POC), e-mail address, phone number, and a brief description of your direct support of the effort) or other non-government customer? If so, please identify the agency or non-government customer. If you are unwilling to share your customer's identity, please address whether your Company offers the same or similar services commercially. h. Does your Company have a SECRET facility or access to one should it be required? i. Personnel performing work under an eventual contract will be required to have a SECRET Facility Clearance. Do your employees who would work on this effort have a SECRET Facility Clearance? j. Does your Company possess an approved Defense Contract Audit Agency (DCAA) accounting system? 3. Cage Code and Duns Number. If your Company holds a GSA Schedule contract (874 or other), please provide the Schedule number. The data received in response to this market survey is for informational purposes only and does not mandate or impose requirements. This notice is not a request for proposal and the Government does not intend to pay for information submitted. No contract award will be made on the basis of responses received; however, the information will be used in the Government's assessment of capable sources. If a formal solicitation is generated at a later date, a solicitation notice will be published. It is desirable that data be received with unlimited rights to the Government. However, the Government recognizes that proprietary data may be included with the information provided. If so, clearly mark such proprietary information and clearly separate it from the unrestricted information as an addendum.
