JOB DESCRIPTION: See below GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR A. BACKGROUND The mission of the Bureau of International Narcotics and Law Enforcement Affairs (INL) in Jerusalem (INL/J) is to fund and administer a program of assistance to the Palestinian Authority by helping to create professional and competent Palestinian Authority Security Forces (PASF) that can provide rule of law and combat terrorism in the West Bank and to provide training and support to the Palestinian Public Prosecution (PPO), the Palestinian Civil Police (PCP), and the Correction and Rehabilitation Centers Department. These programs help to build the institutions of the future Palestinian state, advance leading objectives of the Roadmap for Peace, and contribute significantly toward achieving a two-state solution to the Israeli/Palestinian conflict, a key U.S. foreign policy objective. The INL/J Management Advisor is responsible for office administration, personnel management and training of the INL locally engaged staff, budget formulation and periodic reporting, preparation of grants and procurement requests, approving invoices and payments, and contract administration as Contracting Officer's Representative for INL contracts, including a prime contractor providing program supporting for logistics and training activities. The management advisor provides substantial management support and coordination for a large construction program of police and other security and justice sectors infrastructure projects throughout the West Bank, working with the various INL, USSC, PASF and other Palestinian Authority stakeholders. He/she also builds and maintains proper internal procedures and applies good management principles to maintain adherence to U.S. Government (USG)/Department of State (DOS) regulations as part of regular operations. B. ORGANIZATION INL/J is an office of the U.S. Consulate General Jerusalem, reporting to the Consul General through the Deputy Principal Officer. It is supported by a program officer in INL's office of Africa and Middle East (AME) and the INL Bureau writ large, in addition to support from the Consulate. INL/J works closely with the office of the United States Security Coordinator (USSC), providing funding under USSC policy guidance for the programs described above. C. PURPOSE The purpose of this Statement of Work is for INL/J to obtain the services of a Management Advisor to assist with the management of the INL Office in Jerusalem. STATEMENT OF WORK: MAJOR DUTIES & RESPONSIBILITIES A. GENERAL REQUIREMENTS 1. Serves as the principal advisor to the INL Director and Deputy Director on all aspects of management, and provides guidance for supervision of 12 Locally Employed Staff (LES). 2. Provides advice and guidance on matters involving managing daily INL office activities; determining priorities; assigning tasks to self and LES; monitoring task fulfillment; setting deadlines; ensuring correct maintenance of files (paper & electronic); and planning for eventualities. The advisor will help ensure that appropriate internal control mechanisms are in place, that classified material and information is appropriately protected, and that established security regulations are fully followed. 3. Responsible for budget formulation and periodic financial reporting, as well as contingency planning for budgetary and operational eventualities. 4. Evaluates LES, reviews and revises position descriptions, as necessary, and promotes training and professional development for all LES incumbents and new hires. General guidance is provided from DOS Administration policy, directives, and operating procedures regarding U.S. international security assistance programs. 5. Incorporates and follows guidance provided by Mission Strategic Plan, US-PA Framework Agreement, US-Palestinian Authority (PA) Letter(s) of Agreement, and Project Implementation Letters. 6. Continues the work of instituting and refining policies and procedures for managing the INL office's daily activities related to the PASF program of assistance. Specifically, these responsibilities include coordinating such policies and procedures with the USSC, various ministries and offices of our Palestinian counterparts, various INL contractors including third party Subject Matter Experts (SMEs), suppliers, and vendors. 7. Represents INL interests and priorities when coordinating efforts among the United States Security Coordinator (USSC), the Consulate General, and other international donors. Facilitates the regular flow of information among stakeholders, such as by organizing, hosting, and documenting project meetings. 8. Provides guidance to USSC on the feasibility of proposed projects and assists in developing the statements of work and contracts to implement those projects. 9. Serves as the Contracting Officer's Representative (COR) for the large civilian-police (CIVPOL) contract. Evaluates contractor performance and deviation from the contract requirements through surveillance techniques, including direct observation at the contractor's work site. Reviews and documents performance in relation to original contract award amount and completion time, ensuring appropriate approvals. 10. Identifies and recommends solutions or corrective action to resolve any problems that interfere with contract progress. In those cases where problems cannot be resolved within the incumbent's realm of authority, makes recommendations to the INL Director and the Contracting Officer on appropriate corrective action, and implements these actions upon approval. 11. Develops and maintains effective contract administrative processes, such as invoice review, quality assurance/surveillance, and project file maintenance. Ensures that LES assigned these responsibilities are adequately trained and able to carry out their tasks, providing oversight and guidance as needed. 12. Serves as technical advisor on the CIVPOL contract terms and conditions, performance requirements and operations, providing updates as required. 13. Serves as technical advisor on the Document Control System contract - developing the Statement of Work, reviewing the proposals, advising on preferred contractor, and tracking contract progress. 14. Deployment is contingent upon successful completion of training to receive the Federal Acquisition Certification for Contracting Officer's Representatives (FAC-COR). B. SPECIFIC COR DUTIES AND RESPONSIBILITIES COR responsibilities shall include the following: 1. Coordinate with the Contractor on all technical matters which may arise in the administration of this contract. 2. Give technical clarification as to the meaning of the specifications, including inspection, testing, and acceptance procedures. 3. Monitor and inspect the Contractor's technical progress and performance and the expenditures of resources to assure compliance with the contract terms and conditions. 4. Inspect and accept deliverables (supplies, services, and/or reports) on behalf of the Government. 5. Verify satisfactory delivery of contract items and prepare receiving reports and/or approve invoices for payment. 6. Verify efficient and satisfactory performance of work by the Contractor. 7. Authorize payments. 8. Notify the Contracting Officer and Contractor in writing of any deficiencies in workmanship or materials immediately, and monitor response and repair items as stipulated in the contract. 9. Notify the CO writing, of any performance or schedule failure by the Contractor. 10. Verify contractor receiving, inspection, and acceptance reports. 11. Maintain constant cognizance with respect to technical compliance with contract terms on the part of the Contractor. 12. Resolve technical issues arising under the contract which fall within the scope of the COR's authority, and refer to the CO any issues which cannot be resolved without additional cost or time. 13. Inform the CO in writing of any needed changes in the Scope of Work or specifications. 14. Ensuring the Government meets its contractual obligations to the Contractor, e.g., providing Government furnished equipment and services and timely Government review and approval of documents if such reviews are required by the contract. 15. Know and understand the terms and provisions of the contract. 16. Know the scope and limitations of COR authority. 17. Protect privileged and sensitive procurement information. 18. Periodically visit the Contractor's workplace to check on the work of the contractor. 19. Serve as the designated property administrator for the contract. 20. Serve as the primary liaison between the Contractor and the CO. 21. Ensure consistency among multiple GTMs under a single contract when providing guidance to the Contractor and evaluating the Contractor's performance. 22. Perform all acceptance tests required by the contract. 23. Establish and maintain adequate COR files. 24. Prepare statements of satisfactory performance or deviations, shortages or deficiencies. 25. Monitor the Contractor's use of key personnel and notify the CO of any changes in key personnel proposed by the contractor. 26. Review and approve the Contractor's vouchers or invoices. C. GUIDELINES Guidelines consist of the Federal Acquisition Regulation, the Department of State Acquisition Regulations, the CO's letter of delegation of authority appointing the COR, the terms and conditions of the CIVPOL contract, and official INL bureau guidelines. In addition, the incumbent must be able to determine application of basic administrative policy statements concerning the issue or problem being studied, which may include reference to pertinent legislative history, related court decisions, state and local laws, or policy initiatives of agency management. The incumbent must also consider and adhere to various other existing federal regulations, and the interaction between DOS policies, legislation, the Foreign Assistance Act, and other authorization and appropriations in the INL account, applicable National Security and Presidential Decision Directives, OMB Circulars, the Foreign Affairs Handbook (FAH), the Foreign Affairs Manual (FAM) and DOS financial operating procedures and policies. D. COMPLEXITY The programs supported by CIVPOL contracts are generally highly complex multi-year development and capacity-building programs. The programs often require the ability to resolve critical problems and achieve difficult goals that may impact on other programs. Programs are also characterized by large obligations of USG funds, a high-risk security environment, a geographically broad operating platform, demanding program schedules, frequently-changing requirements, politically sensitive outcomes, multiple interagency and international actors, multiple contractor and sub-contractor relationships, and intense audit/oversight scrutiny. Detailed plans, goals, objectives and evaluation criteria are required for the long-range implementation and administration of the programs. Decisions concerning planning and organizing the programs are complicated by the intricacy of the contract and the need to deal with multilayered concepts. E. PHYSICAL DEMANDS The work requires the ability to travel to and from the West Bank and Jordan. Successful completion of a State Department Class 1 unrestricted medical exam is required. Visits to construction program and training sites will be required, necessitating the ability to walk medium to longer distances (hundreds of yards or more) on generally irregular dirt or stone surfaces, in both hilly and flat terrain. Additionally, those undergoing medical treatment or taking certain medicines that limit their physical or mental abilities may find it difficult to adhere to the limitations recommended by their physician(s). Work is often done in hot, dusty, and windy environments, when visiting outdoor sites. Those with difficulties adapting to dusty environments will find this aspect of the work difficult and may not be capable of passing the State Department required medical exam. F. SUPERVISORY CONTROLS The incumbent reports to the INL Director. The incumbent must exercise a significant degree of judgment with regard to interaction with other sections within the Consulate. Similarly, must exercise judgment and discretion to the political, social and economic aspects of the Palestinian Authority Security Force Assistance program. The Management Advisor will also provide advice and guidance to the INL/Amman office, which supports the PASF foreign assistance program activities at training locations in Jordan. The incumbent's actions, decisions and recommendations are reviewed on the basis of demonstrated professional judgment, results achieved and conformance with appropriate laws and regulations. G. PERIOD OF PERFORMANCE The period of performance will be one year from the date of award with four option years. SECURITY CLEARANCE The position requires a Top Secret security clearance. The Employee can begin work with an interim Top Secret clearance. MINIMUM REQUIREMENTS • U.S. Citizen, holding at least an actual or interim State Department Top Secret security clearance. • At least five years combined experience in management and office operations. • Federal Acquisition Certification for Contracting Officer's Representative (FAC-COR) required. • At least two years overseas experience in any combination of management or program implementation with the DOS or U.S. Agency for International Development (USAID). • Functional familiarity in the field with INL foreign assistance budgeting, procurement, and logistics processes. • Excellent writing skills. • Superior negotiation, interpersonal, and managerial skills. • Experience in budgeting, strategic planning, implementation, and reporting on projects. • Proven interpersonal skills, intercultural sensitivity, and ability to work well with others. • Proficient in MS Office software. • Successful completion of a Class 1 physical exam as approved by the State Department. PREFERRED QUALIFICATIONS A. Logistics management experience highly desirable. B. At least eight years combined experience in management and office operations preferred. C. At least five years overseas experience with Department of State preferred, with at least one INL assignment preferred. D. Arabic language skills preferred. E. College degree in project management preferrred. EVALUATION CRITERIA A. Experience in international environments, preferably as a State Department management officer. Knowledge and application of U.S. Department of State management, financial, and personnel regulations. (20%) B. Ability to organize and align tasks and to develop and recommend policies and procedures for enhanced INL/J office operations. (20%) C. Ability to communicate and interact effectively. (20%) D. Knowledge of INL programs and experience with INL's Foreign Assistance Act funding and procedures. (20%) E. Training or experience of contract administration principles, policies, regulations, and procedures. (10%) F.
