- This is a combined synopsis/solicitation for commercial item prepared in accordance with FAR Subpart 12.6. This announcement constitutes the only solicitation; proposals are being requested and a paper solicitation will not be issued. The combined synopsis/solicitation number is MCC-13-RFQ-0036, and is issued as a request for quotation (RFQ), with incorporated provisions and clauses in effect through Federal Acquisition Circular (FAC) 5006-62. A Firm Fixed Price Contract is anticipated. The period of performance will be one base year and four option periods of one year each. The maximum period of performance if all options are exercised will be five years. This requirement is being synopsized under the North American Industry Classification System code 519190 - All Other Information Services Services, and the size standard is $7.0. Background: The Millennium Challenge Corporation (MCC) is a Federal Corporation created under Title VI of the Foreign Operations, Export Financing, and Related Programs Appropriations Act, 2004. The MCC requires a contract with a company that will be able to provide a subscription-based financial tracking system and newsletter that tracks and analyzes the federal budget and appropriations process for five licensed users. MCC is interested only in currently developed systems. We are not interested in any developmental efforts. Description: MCC requires a budget and appropriation tracking service that will enable MCC staff to track the MCC's budget and appropriations through the legislative process, from submission of the President's budget to the final conference report. It is required that the service be able to email users the latest news and track the flow of appropriation dollars. Access to archives of past appropriations bills is also required. The required service will include: 1) Integrated online service that specifically tracks and analyses the federal budget and appropriations process for five licensed users. 2) Daily report/newsletter concerning the federal budget and appropriations process. 3) Bill statuses that are updated in real-time as they are moved through congress to include, but not limited to the president's budget request and the agencies response. 4) A centralized area for news, information and analysis, government documents, charts, transcripts, markup coverage and event information that pertains to budget and appropriations process. 5) Access to achieved appropriation bill information that dates back to 2004. Period of Performance: This requirement is expected to have a base period of one year, and up to 4 one-year option periods for a total contract period, if all options are exercised, of five years from the date of award. The provisions at FAR 52.212-2, Evaluation-Commercial Items (JAN 1999) apply to this combined synopsis/solicitation are hereby incorporated as follows: FAR 52.212-2 Evaluation-Commercial Items (JAN 1999) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: - Technical capability of the item offered to meet the Government requirement; and - Past performance (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. (End of provision) The following factors shall be used to evaluate quotations: Technical: The extent and ease of the proposed service to provide the required information. Past Performance: NOTE: All quotes MUST include price(s), payment terms, and a point of contact (POC), name, phone number and e-mail address. The offer must provide pricing for a base and five option years as well as the overall price. Each response must clearly indicate the capability of the offeror to meet all specifications and requirements. Offerors who are not qualified will NOT be considered further. To be eligible for award, offerors must be registered in the Central Contractor Registration (CCR), as required by FAR 52.204-7, Central Contract Registration.
