- Justification & Approval - W912EK-13-C-0001 The purpose of this contract is to conduct quarterly and up to six special meetings annually as a way to comply with WRDA 1986 which requires the Corps to consult with the States of Illinois, Iowa, Minnesota, Missouri, and Wisconsin, and the Department of the Interior regarding implementation of the Upper Mississippi River Restoration - Environmental Management Program (UMRR-EMP). These meeting are critical to the successful execution of the mission of the UMRR-EMP. The Corps utilizes the UMRR-EMP CC to guide Program implementation and to provide the required coordination and input of the States and other partners. The WRDA legislation specifically references the Upper Mississippi River Basin Association (UMRBA) as being the vehicle to assist with the coordination of information between the states, and the Department of Interior (U.S. Fish and Wildlife and USGS), with the Corps. The UMRBA is also charged with being the caretaker of the Upper Mississippi River Master Plan, which is the founding structure for the UMRR-EMP. less than br greater than less than br greater than The services to be provided includes UMRBA providing a historical and current regional perspective on the Upper Mississippi River System and to coordinate and manage information to ensure cost effective agency and public input to the Corps regarding this Program. In this role, the UMRBA coordinates agenda topics with the Corps, other Federal agencies and the states; researches agenda topics, provides agenda items and read-ahead information to the partners so everyone is better prepared to understand and discuss the topics; captures meeting minutes that have become a historical reference of UMRR-EMP CC quarterly and special meetings.
