MAP LIST OF AC MODELS AND SIZES This is a small purchase acquisition over $25,000.00. This is a combined synopsis/solicitation for commercial items prepared and processed in accordance with the Federal Acquisition Regulation (FAR) Subpart 12.6 as supplemented with additional information included in this announcement. This is a solicitation for the U. S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Aircraft Operations Center (AOC), located at MacDill AFB, FL. The government intends to issue a fixed price purchase order for services to inspect, clean and maintain 37 facility air conditioners, 3 portable aircraft air conditioners, 1 commercial ice making machine and replace 37 air conditioner unit filters for AOC for the base period of April 1, 2013 through March 31, 2014 with four one-year option periods. This notice constitutes the only Request for Quote (RFQ) and a written solicitation will not be issued. DOC, Eastern Acquisition Division-Kansas City Office requires that all contractors doing business with this office be registered with System for Award Management (SAM). See Applicable Standards listed below. See attached list for AC models and sizes. (CLINS 0002, 0007, 0012, 0017, 0022) 3 portable aircraft AC units: Clean AC coils, lubricate parts as necessary, perform other necessary periodic maintenance as required (i.e...add Freon, add oil, change deteriorating parts...). See Applicable Standards listed below. See attached list for model and size. (CLINS 0003, 0008, 0013, 0018, 0023) 1 ice machine: Drain, clean and sanitize ice bin. Clean unit coil and drain line, lubricate parts as necessary, perform other necessary periodic maintenance as required (i.e...add Freon, add oil, change deteriorating parts...). See Applicable Standards listed below. QUARTERLY: (CLINS 0004, 0009, 0014, 0019, 0024) - Replace air handler filters on 37 facility AC units. See Applicable Standards listed below. Note: For convenience, one-third of these may be changed monthly or half may be changed bi-monthly as long as all of them get changed by the end of each quarter. "ON- CALL" and UNSCHEDULED MAINTENANCE: (CLINS 0005, 0010, 0015, 0020, 0025) - Perform "on-call" and unscheduled repairs on all AC equipment and ice machine. See Applicable Standards listed below. Note: If an AC unit (or air handler) requires replacement, the contractor will not automatically receive the work. The requirement for replacing the units must be competed, or the units will be replaced by MacDill AFB Civil Engineering. The contractor may compete for the work (if applicable). Location of Work: National Oceanic Atmospheric Administration (Aircraft Operations Center) located in Hangar 5, MacDill AFB, Tampa Florida 33608 (Buildings 9, 24, 44 and hangar 5). Period of Performance: Base Year: April 1, 2013 - March 31, 2014 Option Year One: April 1, 2014 - March 31, 2015 Option Year Two: April 1, 2015 - March 31, 2016 Option Year Three: April 1, 2016 - March 31, 2017 Option Year Four: April 1, 2017 - March 31, 2018 Hours of Performance: Normal Business Hours, 8 a.m-4 p.m. Note: The NOAA AOC is closed on all Federal Holidays. Applicable Standards: - Contractor shall provide all tools, supplies, equipment and labor - Contractor shall provide all air filters - Contractor shall dispose of all filters and AC components and AC fluids and gases - Contractor shall perform work in accordance with commercial practices or manufactures specifications (if available) - Contractor shall ensure workplace remains clean and safe - Contractor shall remove all of their trash daily - Contractor is responsible for any damages caused by contractor and shall replace anything broken or damaged (with like items) - Contractor shall coordinate all work with the AOC facility manager - Contractor shall be on-site within 8 hours for all unscheduled maintenance calls, to include Emergency call-outs for server room cooling during Federal Holidays - Contractor shall be licensed and insured to perform HVAC work on commercial facilities (must provide proof) and shall maintain license and insurance for contract duration - Contractor must pass a background investigation for access onto MacDill Air Force Base. The Government will award the purchase order to the contractor that is the best value for the service. All responsible offerors may submit a response to this combined synopsis/solicitation which will be considered by the agency.
