Description
The VA Medical Center, Salem, Virginia is seeking the services of a professional Engineering Services firm to provide services to develop solicitation documents for a future procurement for Project No. 658-13-101, REPLACE NURSE CALL SYSTEM (A/E). Services shall include the evaluation of options for replacement of Salem VAMC's existing Nurse Call System to ensure safe, reliable and efficient nurse call service to the Medical Center. After expansion/renovation options are developed, the A/E shall work in conjunction with VAMC Staff to determine the best options, then design and prepare construction documents for the architectural, electrical, code compliance and other applicable components of this Project. Services shall also include phasing recommendations, investigative surveys and reports, planning, consultation and visits, attendance at pre-bid and pre-construction conferences, design work, preparation of contract drawings and specifications, preparation of cost estimates, and provision of construction period services as necessary for all demolition, construction, inspection, testing and certification for all Nurse Call components for this project. Design efforts shall include: Replacement of existing system Nurse Call to a state of the art system encompassing features and components necessary and tailored to match the requirements of each specific patient area. Replacement of all infrastructures, components and other hardware. New system must interface and seamlessly interconnect to the existing Vista system. Additional desirable features: Local support and training. Evaluation of system connectivity to existing patient location and tracking systems and/or replacement of existing systems. A state of the art system add on employing the latest developments in Nurse Call technology and connectivity to generic cellular phone systems to be used by nursing staff. Incorporation of a bed management system. Connectivity and data retrieval to smart beds with a standard 37 pin plug. Wireless devices that interface with the Nurse Call system to cancel calls automatically and track and locate staff personnel without displaying personal information. In order to be considered for selection for an interview, the firm must have specific experience in projects related to the design of replacing existing nurse call systems with a new nurse call system. This procurement is 100% set-aside to service-disabled, veteran-owned small business (SDVOSB). To be considered, the firm must be verifiable in the Center for Veterans Enterprise (VetBiz) website as either a verified SDVOSB or undergoing re-verification as an SDVOSB at the time of submission of the SF 330. NOTE: Offerors are referred to VAAR Clause 852.219-10. Special attention should be paid to paragraph (c)(1). "Services (except construction) at least 50 percent of the cost of the contract performance incurred for personnel will be spent on the concern's employees or the employees of other eligible service-disabled veteran-owned small business concerns". Firms that are short listed for an interview shall be required to demonstrate compliance with this VAAR Clause requirement. Interested firms shall submit one hard copy and one CD of their SF330 to the attention of Ms. Teresa K. Holley (246/90C2), VA Medical Center, 1970 Roanoke, VA 24153 by 2:00 p.m. (local time), Friday, January 25, 2013. Faxed copies of the SF 330 are not acceptable. Firms submitting their SF 330 after the due date/time shall not be considered. The A/E firm must address the following areas in their submission. They are listed in no particular order of importance. (1) Team proposed for this project (2) Proposed Management Plan (design phase and construction phase) (3) Previous experience of proposed team specific to designing replacement of existing nurse call systems with a new nurse call system); (4) location and facilities of working offices (5) proposed design approach for this project; (6) Project control (schedule, costs and person(s) responsible); (7) Estimating effectiveness (8) Sustainable design (9) experience and capabilities in CADD and other computer applications, environmental & historic preservation considerations, energy conservation and new energy resources, and CPM and fast track construction; and (10) Insurance and litigation. The NAICS applicable to this procurement is 541330, Engineering Services, with a small business size standard of $14M.
