WASHINGTON HEADQUARTERS SERVICES ACQUISITION DIRECTORATE 1155 DEFENSE PENTAGON WASHINGTON, DC 20301 Sources Sought Synopsis 28 December 2012 THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSAL OR QUOTE. NAICS Code 711510 (Independent Artists, Writers, and Performers). This RFI is issued solely for market research and planning purposes. This does not constitute a solicitation. Responses to this RFI will not be returned. Respondents will not be notified of the result of the review. Not responding to this sources sought does not preclude participation in any future and potential solicitation. It is the intent of the Contracting Office to use this Sources Sought for market research purposes only. If a formal solicitation is released, it will be via the Federal Business Opportunities Internet site ( http://www.fbo.gov ). The Government shall not reimburse the costs of preparing responses to this request for information. The Government reserves the right to use the information provided by respondents for review purposes deemed necessary and legally appropriate. The Department of Defense (DOD), Washington Headquarters Services (WHS), is performing market research to determine the availability, interest and capability of potential small business sources under NAICS Code 711510 (Independent Artists, Writers, and Performers) to provide an official portrait commissioned and displayed in the Pentagon. All vendors wishing to do business with the Government should make sure they have a DUNS number ( http://fedgov.dnb.com/webform ) and are registered in the Central Contractor Registration (CCR) database https://www.bpn.gov/ccr/default.aspx ). Small business 8a and Veteran-Owned businesses are encouraged to submit their capability statements. Background The Department of Defense commissions prominent artists to paint the portraits of Defense Secretaries near or after the completion of their term in office. These portraits become the property of the government and are permanently displayed in the Pentagon as part of t h e Pentagon C o ll e ctio n. H i storically, this has been a tradition since 1947 when Se c retary Forrestal's portrait was commissioned. The tradition has continued in which the subject assists in the selection of the portrait artist. The Executive Services Directorate, Washington Headquarters Services, manages the Pentagon Collection. Requirements The Department of Defense requires an official portrait suitable for perm a n ent exhibition as part of the Pentagon Collection in the Pentagon Buildin g, located in Wa s h ington, D.C. The portrait sh a ll be 3/4 length oil on canvas. The size of the finished portrait shall be approximately 40" x 50." The finished portrait shall be framed (total framed dimensions not to exceed 44" x 52") and r e ady to hang with cleats. If the framed portrait exceeds these size limitations, the portrait will not be installed in the Secretary of Defense Hallway and it will be the responsibility of the artist to re-paint or re-frame the portrait to the specifications so it fits in the existing wall space. Deliverables The Government requests interested parties to submit a letter of interest and statement of current capability to perform the above services to edgar.moso.ctr@whs.mil by January 4, 2013 at 12:00 p.m. EST. In the statement of capability to perform, please include small portfolio with info on the artist and portraits they've done, pictures/examples of some of the portraits, and anything else the artist feels pertinent. It is also encouraged for vendors to present methods of pricing. **NO PHONE CALLS WILL BE ACCEPTED**
