Description
Small Business Sources Sought: This is a sources sought announcement only seeking small business responses in order to determine small business participation in this acquisition. The 87th Contracting Squadron is seeking information from small business sources that can provide a maintenance agreement for the Joint Base McGuire-Dix-Lakehurst (JB MDL) outdoor warning siren system that is currently in place. This Maintenance agreement will cover two (2) semiannual Preventive Maintenance visits by trained technicians to inspect and test all sirens and base station equipment at JB MDL. The Contractor shall provide Warranty Field Service and Preventive Maintenance and Routine Care for the JB MDL Giant Voice siren system which includes 42 electronic sirens and 8 base stations installed in facilities throughout the Base. The Period of Performance is for one (1) year with additional option years contemplated. The agreement shall include: 1. Emergency call outs within 24 hours and all other non-emergency calls within 120 hours. 2. Review the entire system 3. Perform diagnostic testing at each siren location, which includes performing a quiet test and inspecting the condition of each siren pole and antenna 4. Perform functional testing – NOTE: Sounding of the warning sirens is a necessary part of inspection procedures and JB MDL must have previously obtained approval to sound the sirens in advance of technicians arriving on base. 5. Perform diagnostic tests for base station computers and SS2000 encoders 6. Install free SFCDWARE software upgrades, when appropriate, at each base station 7. Complete all service repairs identified during semiannual inspection or service calls 8. Verify proper grounding at all sites 9. Load-test all batteries installed in siren battery cabinets 10. Inspection of all radios installed within each siren control cabinet, its antenna and associated antenna cable, and all base station equipment. There are no solicitation documents; however, contractors interested in this requirement should submit a complete technical package, which provides clear and convincing evidence that they can meet the Government's requirement. In addition, the response should include verification of the Offeror's Representations and Certifications--Commercial Items in accordance to FAR 52.212-3. If the offeror does not have a copy of this provision, go to http://www.sam.gov/ to load required information.. Responses must be received no later than January 8, 2013 at 1200 PM EST. Responses shall be submitted electronically to wanda.wilson.1@us.af.mil or via fax at 609-754-3735. This notice of intent is not a request for competitive proposals. However, the Government will consider all responses received by the response date stated above. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct future competitive procurements IF A SOLICITATION IS ISSUED IT WILL BE ANNOUNCED AT A LATER DATE, and all interested parties must respond to that solicitation announcement separately from the responses to this announcement. Additional information, as it becomes available, will be posted as amendments to this announcement. All amendments will be available for viewing at this website. It is incumbent upon the interested parties to review the site frequently for any updates and amendments to any and all documents. All potential offeror's are reminded to register in System for Award Management (SAM) at www.sam.gov; lack of registration in SAM will make an offeror ineligible for contract award.
