- Draft PWS REQUEST FOR INFORMATION (RFI) SUMMARY: REQUIREMENT: Information Technology Infrastructure Library (ITIL) Process Development & Design Support THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSALS. NO SOLICITATION IS AVAILABLE AT THIS TIME. The Defense Information Systems Agency (DISA) Office of the Chief Technology Officer (OCTO) is seeking information for potential small business that has the ability and can provide consulting, analytical services, and planning/management services for the ITILv3-based processes in support of the agency wide effort. This includes activities such as: policy and process analysis, developing and implementing policies and processes, project plan development; establishing and conducting process convergence for all DISA services; participation in conferences/meetings, and process recommendations. The DISA Enterprise Service Management Framework (DESMF) was established to define DISA's Enterprise Service Management Framework, taking into account the infrastructure layer, tools, computing layer, applications layer, and method of pricing required to provide Information Technology service to the customer base, both internally and in the field. In supporting this global purpose, the DESMF mandates a framework that: defines the practices that shall drive the implementation of the framework; defines the overall structure to the DESMF, to include domains and processes covering the entire lifecycle of IT Service Management (ITSM); defines processes using good practices, the content of which is based on the practices identified in both DISA and industry best practices; provides a general overview of these processes in terms of its goals and objectives, scope, benefits, lexicon, and roles and responsibilities; define the controls framework required to meet compliance to the DESMF, compliance to global standards, and compliance to the various congressional and DoD governance directives; defines the interfaces between the domains and the processes; recommends a set of milestones for process implementations; and identifies the operational constraints associated with each process implementation. The basic lexicon for the DESMF shall be taken from ITIL®. Rationale: ITIL® is the most widely utilized framework in the world as related to ITSM. The domains are divided along the five areas identified within the ITIL® v3 framework. These are Service Strategy, Service Design, Service Transition, Service Operations, and Continual Service Improvement. The ITSM effort shall encompass: a.Development of ITILv3-based processes by: •Assisting the government with developing strategy and ITILv3 approach •Assisting the government with defining "As-Is" Process/Framework •Assisting the government with developing "To-Be" Process/Framework •Assisting the government with defining "To- Be" Process Deliverables •Assisting the government with developing Gap analysis document b.Collect, analyze and document process requirements c.Develop Key Performance Indicators and Performance Metrics d.Collaborate with design team and other directorates as appropriate e.Provide recommendations for tools and future improvements f.Provide recommendations to governance processes and procedures The technical work under this task shall require highly skilled and trained personnel with practical deployment experience and expert knowledge of ITIL, Leans Six Sigma, and International Organization for Standardization (ISO) 20000, and ISO 27000. Project Management Professional (PMP) and Control Objectives for Information and Related Technologies (COBIT) in large enterprise environments. The contract staff shall also provide expertise in the area of IT Service Management (ITSM). The purpose of this work is to provide consulting, analytical services, and planning/management services for the ITILv3-based processes in support of DISA's agency wide effort. This includes activities such as: policy and process analysis, developing and implementing policies and processes, project plan development; establishing and conducting process convergence for all DISA services; participation in conferences/meetings, and process recommendations. An offeror shall be responsible for supporting the following ITSM areas and the nature of the work conducted under this task shall consist of the following: •Availability Management- DISA has a very high availability rate promised in SLA's. Availability Management is responsible for ensuring that all IT Infrastructure, Processes, Tools, Roles etc are appropriate for the agreed Service Level Targets for Availability. •Capacity Management - The Process responsible for ensuring that the DISA maintains sufficient infrastructure to deliver agreed Service Level Targets in a Cost Effective and timely manner. •Design and Coordination - The process to ensure the goals and objectives of the service design stage are met by providing and maintaining a single point of coordination and control for all activities and processes within this stage of the service lifecycle. •Engineering - The goal of Engineering Process is to provide first class engineering management support required to provide the technical expertise to sustain the Engineering Process throughout the ITSM life-cycle. To support the Engineering process knowledge is required in the following areas: Systems Engineering, Software Engineering, Information Assurance, and Electronic Engineering (Telecom). These wide ranging skills are vital to perform the engineering tasks required to effectively support the various types of engineering functions within the Engineering Process of Service Design. •IT Information Security Management - The process that ensures the Confidentiality, Integrity and Availability of DISA's Assets, information, data and IT Services. Information Security Management forms part of DISA's approach to Security Management and includes handling of paper, building access, phone calls etc., for the entire Organization. At DISA, it is closely related to Information Assurance and Incident Management. •IT Service Continuity Management - The Process responsible for managing Risks that could seriously impact IT Services. It is a subset of DISA's overall Business continuity plan and directly support the continuity of operations plan. •Service Level Management - The Process responsible for negotiating Service Level Agreements (SLA), and ensuring that these are met. The SLA describes the IT Service, documents Service Level Targets, and specifies the responsibilities of the DISA and its Customer. These agreements are made for each service provided to any of DISA's partners. The CTO requires industry specific, specialized functional expertise/skills to provide Service Design Support, Service Strategy and ITSM Policy, Compliance and Inspection, Quality Management, Spiral Development, Strategic Communications, and Continual Process Improvement Support. BACKGROUND: This RFI is issued solely for information and planning purposes and does not constitute a solicitation. All information received in response to this RFI marked Proprietary will be handled accordingly. Responses to the RFI will not be returned. Whatever information is provided in response to this RFI will be used to assess tradeoffs and alternatives available for determining how to proceed in the acquisition process for the Office of the Chief Technology Officer. In accordance with FAR 15.201(e), responses to this RFI are not offers and cannot be accepted by the Government for forming a binding contract. This RFI is a request for interested parties to describe their technical capabilities and demonstrated experience. The objective of this effort is to support the Office of the Chief Technology Officer (OCTO) to carry out the requirements of the domains they have been assigned under the Defense Information System Agency (DISA) Information Technology Service Management Office's (ITSMO) effort of providing enterprise wide solutions. All interested small business contractors are requested to respond by providing their capability statement or a written response to indicate they are capable of performing the work describe. All small businesses to include 8(a), Small Disadvantaged, HUB Zone, and Women-Owned and Service Disabled Veterans are strongly encouraged to provide timely response to this Request for Information (RFI). If you are not capable of performing all the work required please indicate if you will be teaming in order to meet the requirement. A response to this RFI is necessary in order to assist DISA in determining the potential levels of interest, adequate competition, and technical capability within the Small Business Community to provide the required services. In additional, this information will also be used to assist DISA in establishing a basis for developing any subsequent potential subcontract/small business participation plan and/or small business goal percentages. Request industry provides and identifies any GWAC or contract they believe the Government should consider for this acquisition. Please provide your contract number and the expiration date of said contract. Respondents shall classify their company using the following NAICS Codes: •541618 -Other Management Consulting Services •541611 -Administrative Management and General Management Consulting Services *Industry is HIGHLY encouraged to suggest other NAICS Code you believe works better for this requirement. The Government is contemplating a Firm Fixed Price (FFP) contract. The term of the resulting contract will be a Five year period (base period plus four options years). REQUEST FOR CAPABILITES STATEMENT: Interested small businesses should provide a capability statement to address their ability and experience to perform the tasks associated with the requirement. Submission should be received by 1:00PM Eastern Standard Time, January 17th, 2013 and should not exceed five pages (one-sided), single spaced, 12-point type with at least a one-inch margin on an 8-1/2" X 11" inch paper. Cover letters and other extraneous materials is not required or requested. Responses should specifically describe the contractor's ability to meet the requirements outlined in the RFI. Please include the company's name, point of contact, address, phone number, DUNS number, CAGE Code, and Tax ID. You should also identify your business classification size (i.e. Small Disadvantaged, HUB Zone, and Women-Owned and Service Disabled).
