- The United States Department of Agriculture (USDA), Agricultural Research Service (ARS), National Agricultural Library (NAL) intends to award a sole source contract to the American Society for Microbiology(ASM) to provide electronic access via the internet for all USDA users to ASM publications, including free access to the backfiles of ASM Journals Online. The National Agricultural Library (NAL) is mandated (7 U.S.C. 3101) to serve as the primary agricultural information resource of the United States. One of its functions in that role is the acquisition of information in all aspects of agriculture and allied sciences. In support of this function, the NAL acquires journal publications in electronic format from publishers and makes the journals accessible to USDA employees and library patrons via the internet. In keeping with its charge to collect agricultural and related information, it seeks to maintain a collection of publications in various formats from a variety of publishers and sources. The American Society for Microbiology is a professional and technical organization. The Society = s eleven journals cover the spectrum of microbiology, from molecular and cellular biology to biomedical research and technology. With online subscriptions to ASM = s journals, subscribers receive free access to the Society = s online primary-research journals archives six months after publication. They receive free access to the archives of the online review journals Clinical Microbiology Reviews and Microbiology and Molecular Biology Reviews one year after publication. NAL requires electronic access via the internet to ASM journals for use by all USDA employees, authorized public on-site users cooperators and volunteers working on behalf of USDA and acting within the scope of their relationship with USDA. Access must include current journal issues as well as earlier journal issues, back to the first volume and issue of each ASM journal. The journals must be available on a single platform, for greater efficiency in searching and locating needed information. The American Society for Microbiology is the oldest and largest single life science membership organization in the world. Microbiological research includes infectious diseases, recombinant DNA technology, alternative methods of energy production and waste recycling, new sources of food, new drug development, and the etiology of sexually transmitted diseases, among other areas. Microbiology is also concerned with environmental problems and industrial processes. The mission of the American Society for Microbiology is to advance the microbiological sciences as a vehicle for understanding life processes and to apply and communicate this knowledge for the improvement of health and environmental and economic well being worldwide. One of the ways ASM achieves this mission is through publishing journals and books. ASM journals are the most prominent publications in the field, delivering up-to-date and authoritative coverage of both basic and clinical microbiology. With over 90 years of experience, ASM journals continue to be the leading source for the latest in microbiology research. The American Society for Microbiology, as copyright holder for its journals, is currently the only vendor that can meet the NAL = s requirement for seamless access to the Society = s current and archival journal issues. By subscribing to ASM journals directly from the ASM, USDA researchers have free access to the Society = s online primary research journal archives six months after publication. Likewise, USDA researchers receive free access to the archives of the online review journals Clinical Microbiology Reviews and Microbiology and Molecular Biology Reviews one year after publication. No source other than ASM can provide access to current and archival issues of ASM journals on a single platform. Besides its authoritative journal content, ASM journals are made available through well developed mechanisms for delivering their content to subscribers. The ASM journals platform efficiently provides access to ASM journals. ASM's continual investment in its information infrastructure and its compliance with newly emerging industry standards makes its information delivery mechanisms extremely good, and allows ASM to meet the research needs of its journal readers. The NAICS Code for this requirement is 519120 Libraries and Archives. In accordance with FAR 6.302-1 and 41 USC 25(c)(1), the service needed by the NAL is available from only one responsible source and no other type of service will satisfy the needs of the NAL. NAL can only gain electronic access to non-current, earlier issues of ASM journals only by subscribing to the current electronic journals directly from ASM. This notice is not a request for competitive quotations. No solicitation document is available and telephone requests will not be honored. Any firm that believes it can provide the services listed above may submit substantiating documentation in writing to the identified point of contact. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Oral communications are not acceptable in response to this notice. A determination not to compete this proposed contract based on responses to this notice is solely at the discretion of the Government. Interested parties may identify their interest and capability to respond to this requirement no later than December 31, 2012.
