- This is a pre-solicitation notice published in accordance with FAR 5.2 announcing that a solicitation will be published in the Federal Business Opportunity (FedBizOpps) not sooner than 10 days from the date of this announcement to provide Quality Assurance and Program Support Services for the U.S. Citizenship & Immigration Services (USCIS), Records Division. The Department of Homeland Security (DHS), U.S. Citizenship and Immigration Services (USCIS) administers the Immigration and Nationality Act (INA) and adjudicates immigration and citizenship benefits. The information used to adjudicate benefits is primarily paper-based, and USCIS is digitizing the paper files. Ensuring the digitized information is accurate, current, and reliable and of high quality is necessary before the digitized information is released to adjudicators and stakeholders. Once digitized, the electronic images are uploaded to a central data repository identified as the Enterprise Document Management System (EDMS) and the digitized images are accessible and viewable to internal and external users. USCIS requires quality assurance and program support services to assist the Government personnel who oversee records management and digitization operations at a contractor-owned facility where Records Digitization Services are provided. The Contractor shall provide quality assurance and program support services to assist the Records Division in measuring the quality of digitized products and supporting services. The awardee shall perform quality assurance on the contractor digitizing USCIS information and will be responsible for monitoring and reporting on the quality assurance of digitization processes and products. The awardee's surveillance of the digitizing contractor will allow USCIS to monitor quality assurance conformance requirements and pinpoint areas for improvement, where appropriate. When the digitizing contractor's quality standards are substandard, the results of process monitoring will allow USCIS to identify specific deficiencies and take appropriate action to ensure that government interests are protected. The government forecasts that approximately 25 million images will be digitized annually. This acquisition will be a full and open competition among 8(a) vendors. This is a re-compete. This contract will have a one-year base period with two (2) one-year option periods. This notice is not a request for proposals and in no way obligates the Government to award any contract(s). The distribution of the resulting solicitation will be accomplished solely through the FedBizOpps website http://www.fbo.gov Hard copies of the solicitation documents will not be available, therefore, no written or telephone requests for the documents will be accepted. The FedBizOpps site provides downloading instructions. All future information about this acquisition, including the solicitation and any amendments, will be distributed solely through the FedBizOpps site. Interested parties are responsible for monitoring this site to assure that they have the most up-to-date information about this acquisition.
