- REQUEST FOR INFORMATION Bay Pines Veterans Affairs Healthcare System (BPVAHCS) Private Branch Exchange (PBX) Maintenance 1. PURPOSE: This is a request for information (RFI) only. Do not submit a proposal or quote- this is not a solicitation announcement. Responses to this RFI by interested parties will be used as part of market research by Department of Veterans Affairs (VA) representatives to develop an acquisition strategy. This announcement is based upon the best information available, is subject to future modification, is not a request for proposal, and in no way commits the Government to award of a contract. VA will not be responsible for any costs incurred by responding to this RFI. VA is seeking qualified service-disabled veteran-owned small businesses (SDVOSBs) and veteran-owned small businesses (VOSBs) in anticipation of a future requirement. VA is requesting all interested SDVOSBs and VOSBs to submit a written response to this RFI. This RFI is issued for the sole purpose of conducting market research in accordance with Federal Acquisition Regulation (FAR) Part 10. 2. ANTICIPATED SCOPE OF WORK: The Contractor shall provide telephone system maintenance and follow-on services for the BPVAHCS health care facilities throughout VISN 8. The Private Branch Exchange (PBX)/Call Control Systems shall encompass all Voice System (VS) servers, common equipment, peripheral equipment, and complete cable (copper and fiber) distribution systems necessary to maintain telephone and data systems. The Contractor shall be responsible for meeting the task specifications for VA. The equipment shall operate in accordance with the manufacturer's commercial specifications. This effort also includes installation of fiber optic and data cabling. Service coverage shall include Telephone Instruments, cable plant (copper/fiber), battery backup system, VS and Telephone Room (TR) environmental alarms and all interfaced ancillary systems, i.e.: Voice Mail Systems (VMS), Automated Attendants (AA), and Telecommunications Management Systems (TMS). Services performed by the Contractor shall also include VS security, documentation, reports and inventory control. The Contractor shall implement a preventive maintenance schedule including battery backup system, and provide a seven (7) day, 24 hour (24x7) contact number for emergency maintenance, routine maintenance and follow-on service/equipment. The PBX/Call Control Servers shall be contracted on the basis of one supplier providing service for total system maintenance and follow-on service for the period of performance. The term "follow-on service/equipment" is defined as the planning, acquisition and implementation of expansion, upgrading, or installation of equipment, software, or hardware to the BPVAHCS telecommunications network system to accommodate increased demand or growth including Moves, Adds, and Changes (MAC) and to include system/equipment relocation, upgrades, and sustainment of other BPVAHCS owned Communications Systems (CSs) such as Voice over Internet Protocol (VoIP), wireless and video teleconferencing systems and to include the efforts required of the Contractor to sustain all communication infrastructure (voice and data), including copper and fiber cable/connections and additional cable requirements. The Contractor shall provide and update VS, CS, and communication infrastructure documentation and reports. The Contractor shall furnish all personnel, equipment, tools, materials, transportation, management supervision, and other items and services necessary to perform all VS maintenance tasks and functions. The Contractor shall provide full-time on-site factory certified personnel with NEC Tech identification (ID) numbers trained on all systems to be maintained under the performance of the effort to meet all contractual requirements in the BPVAHCS voice network. The Contractor shall provide proof of manufacture certifications and manufacture national technical assistance center (NTAC) access. The Contractor shall perform to the standards identified in this PWS. The tasks described in this section apply to the Base Period and Option Periods. Note: Where telephone system and PBX appear in the singular form, the requirement shall be for multiple VS for the sites listed for VISN 8 Health Care Systems. It is requested that any interested and qualified SDVOSB or VOSB submit the information required below via email to the point of contact listed at this bottom of this announcement. See attached draft Performance Work Statement (PWS) for additional information and anticipated requirements. 3. SUBMISSION INSTRUCTIONS: Interested parties should submit a tailored capability statement for this requirement not to exceed ten (10) pages (including any attachments) that clearly details the firm's ability to perform the aspects of the requirement described above. Specifically, the Government requests that capability statements demonstrate: "The ability to perform based on relevant examples of similar performance or involvement with similar contracts or projects, such as telecommunications maintenance in a health care environment "The ability to perform at least 51% of the services listed in the PWS " A professional relationship with a NEC Corporation authorized dealer "Estimated number of employees that would be provided to perform the work Interested companies shall provide the following information: - Company Name; - CAGE/DUNS Number under which the company is registered in VetBiz.gov - Company Address; - Point of contact name; - Telephone number; - Email address; - Company's business size, including applicable North American Industry Classification System (NAICS) code(s); and - Capability Statement RESPONSES DUE: Please submit the above requested information by 3:00PM EST on January 4, 2013 via email to Elisa Coluccio, Contract Specialist, Elisa.Coluccio@va.gov. This request for information, or Sources Sought notice, shall not be construed as a Request for Proposal. Information is to be provided on a voluntary basis.
