- Attachments 1 through 6 for Living Kits DRAFT Solicitation Living Kits Synopsis December 22, 2012 This is a synopsis for commercial items prepared in accordance with FAR Subpart 5.207. HSFEHQ-13-R-0024 is a request for proposal (RFP) to provide Living Kits. This contract's scope of work includes support to provide household items through the following: (1) General Living Kits (2) Base Bedroom Living Kits (3) Additional Bedroom Living Kit-Double and (4) Additional Bedroom Living Kits-Two XL Twin. The Contractor will be responsible for all labor and material to construct Living kits that meet FEMA's requirements. This requirement is set aside for Small Businesses. The NAICS code is 339994. It is anticipated that multiple awards will result from this solicitation. FEMA intends to award a Firm Fixed Price Indefinite Delivery Indefinite Quantity (IDIQ) Contract with a base period of performance of one year with four twelve month option periods. BASIS FOR AWARD: The Government will make award to the responsible/responsive offeror whose offer will be most advantageous to the Government based on Lowest Price Technically Acceptable processes. In order to be found technically acceptable, the offeror must be capable of providing the product as specified within the Statement of Work. The requirements detailed in this solicitation shall be used as criteria to evaluate offerors. The provision at FAR 52.212-1 "Instructions to Offerors--Commercial" applies to this acquisition. The provision at FAR 52.212-2 "Evaluation-Commercial Items" applies to price/technically acceptable factors. Offerors are to include a completed copy of FAR provision 52.212-3 "Offeror Representations and Certifications--Commercial Items" with their response or provide this information via the SAM website, http://sam.gov. The following FAR clauses also apply: 52.212-4 "Contract Terms and Conditions--Commercial Items and 52.212-5 "Contract Terms and Conditions required to implement Statutes or Executive Orders--Commercial Items. FAR provision 52.217-9 also applies to this award. The aforementioned FAR provisions and clauses can be accessed electronically at http://www.acquisition.gov/far.
