Description: The purpose of this contract is to procure services for the operation of the Military Sealift Command Underway Replenishment Training Center (MUTC) at Joint Expeditionary Base Little Creek and MSC, Norfolk, VA The Contractor will be responsible for maintaining the MUTC at the Joint Expeditionary Base Little Creek (JEBLC). MUTC's primary mission is to provide training for Navy Reserve Cargo Afloat Rig Teams (CARTs). MUTC also provides training to Civil Service Mariners (CIVMARS), active duty Navy, Navy Reserve personnel, and to any students requesting training, specifically as identified by the Contracting Officer's Representative. The mission of the CART is to provide qualified Underway Replenishment (UNREP) Rig Teams and surge forces in support of the Combatant Commander's (COCOMs) contingency operations by augmenting CIVMAR manned CLF ships, providing UNREP, including Connected Replenishment (CONREP) and Vertical Replenishment (VERTREP) to U.S. Navy and Allied Forces combatants. The work resulting from a potential contract will involve responsibility for operating and maintaining the MUTC at the Joint Expeditionary Base Little Creek (JEBLC). In support of the MUTC, the awardee would provide: (1) Training, (2) Administrative Support, (3) Warehouse Operations, (4) Engineering Support Service, (5) Computer and Database Support, (6) Safety Oversight, (7) Military Coordination, (8) Supply/Financial Management Support, (9) Transition Services, and (10) Surge Support This procurement is a FAR part 15 acquisition. The period of performance will be a one year firm period with four one year option periods.
