- Pursuant to the requirements of the Competition in Contracting Act(CICA)as implemented by FAR Subparts 6.3, HSAM 3006.3, CGAP 3006.3 and in accordance with the requirements of FAR 6.302, the justification for the use of statutory authorities, 10 USC 2304(c), Unusual and Compelling urgency and 41 USC 5150, The Stafford Act, is justified by the following facts and rationale required under FAR 6.303-2 and 16.505(b)(2)(A) as follows: This authority approved procurements conducted on a basis of other than full and open competition in respnse to emergent situations resulting from the anticipation and /or aftermath of Hurricane Sandy in the Mid Atlantic and New England Rgions. J&A Amended to extend authority to 30 January 2013.
