- List of equipment The National Institutes of Health (NIH), Eunice Kennedy Shriver National Institute of Child Health and Human Development (NICHD), intends to procure one year preventative maintenance, software service and emergency remote alarm monitoring for the Siemens Aquatic APOGEE InfoCenter system (see attached list of Siemens Industry equipment in NIH decentralized animal and aquatics facilities) from Siemens Industry, Inc. The Institute intends to purchase this service by other than full and open competition under the authority of the Federal Acquisition Regulations (FAR) 6.302. The service to be performed in the proposed contract: System and software troubleshooting and diagnostics; furnish and install necessary online service equipment; perform preventative maintenance on each piece of equipment twice per year; repair and/or replace failed or worn components; update software as needed Siemens Industry manufactured and installed all equipment and software in the aquatic systems. Siemens is the sole manufacture and servicer for the Siemens Apogee and InfoCenter software. To the best of the Governments knowledge, Siemens Industry is the only authorized source able to provide certified engineers to repair and service the equipment mentioned above and in the attached list. This notice of intent is not a request for competitive quotations; however, all responses received within 15 days from the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed acquisition is based upon responses to this notice and is solely for the purpose of determining whether to conduct a competitive acquisition. Offerors who are capable of providing at a minimum, fifty-one percent (51%) of the required/actual services of this solicitation, may request a copy of the Request for Quotation (RFQ) in writing to the Contracting Office Address listed or via email to: muckt@mail.nih.gov prior to the closing date of this notice or before January 4, 2012 at 10:00 am EST. It is anticipated that RFQ - NIH-NICHD-13-017 will be available fifteen (15) days after the publication date of this synopsis. Receipt of quotations will be due ten (10) days after the release of the RFQ. All requests for quotations must have a valid email address. Email quotations must contain offerors name, address, telephone number and an authorized company representative signature. Any questions regarding this announcement must be sent via email to muckt@mail.nih.gov and must include solicitation # NIH-NICHD-13-017 in the subject line of email. PLEASE NOTE: In order to receive an award, contractor must be registered and have valid certification in the System for Award Management (SAM) [formerly CCR].
