Description
United States Government Seeks Expressions of Interest for 12,835 Net Usable Square Feet of Clinic Space in KNOXVILLE, IOWA The Department of Veterans Affairs ("VA") is seeking to lease approximately 12,835 net usable square feet (NUSF) of space for an Outpatient Clinic. VA will consider both existing space or a build-to-suit option. Space must be contiguous on no more than one (1) floor and be located on the first floor level. For a build-to-suit, the land parcel acreage must be sufficient to accommodate 12,835 net usable square feet of space on no more than one contiguous floor, a minimum of 103 dedicated parking spaces and any applicable jurisdictional requirements. The building must be constructed of masonry, concrete, or steel framing. An on-site parking lot must accommodate a minimum of 103 dedicated, standard sized, parking spaces, with a minimum of 10% of these spaces being ADA accessible, plus any additional parking required by local code. The building and parking area must be fully accessible, meeting all requirements of the Architectural Barriers Act Accessibility Standards (ABAAS). Net usable square feet (NUSF) does not include such areas as stairs, elevators, mechanical and utility rooms, ducts, shafts, vestibules, public corridors and public toilets required by local code. NUSF is defined by VA as "that portion of rentable space available for tenant's personnel, furnishings and equipment". NUSF is the area for which VA will pay a per square foot rate. The building must meet certain security requirements as set forth in the Interagency Security Committee Standards and the Department of Justice Security Standards. Newly constructed buildings must comply with VA's Life Safety Protected Physical Security Design Manual. LOCATION The building/site must be located within 1.25 mile radius from the intersection of N. Lincoln Street and West Pleasant Street and in accordance with the attached aerial map. LEASE TERM VA may request 10, 15 and/or 20 year lease term scenarios in the Solicitation for Offers (SFO). EXPRESSIONS SHOULD INCLUDE THE FOLLOWING INFORMATION AND MUST BE RECEIVED IN WRITING NO LATER THAN JANUARY 11TH, 2013. (1)Site address or location and legal description (2)Demonstrable evidence that site/building is within the delineated area (3)Evidence of proper zoning for medical office use (4)FEMA map evidencing that the property lies outside the 100-year floodplain (5)Brokers or other legal representatives must show written acknowledgement and permission to represent the offeror (6)Property owners, developers and/or offerors must provide written proof of ownership or control of property at the time of submission of bids (7)Specific information on site ownership and any known title issues, defects, deed restrictions and encumbrances should be acknowledged (8)Access to site from major transportation routes and ingress/egress to surrounding street(s) (9)Description of any future development affecting the site including neighboring projects and road or public utility line construction. Utilities are to include city water, sanitary and storm sewer, natural gas and voice and data communications. IN ADDITION Land Sites: (1)Overall size of parcel and approximate amount of usable acreage offered. Indicate how the parcel acreage meets VA's requirements described above (2)Site plan, survey and/or plat map indicating the location of the parcel offered. Site plan should include location of utilities, easements (above and below ground), adjacent roads, and/or other encumbrances affecting the potential development of the parcel. Include any grading, drainage or sewer plans that have been or will be completed in the future. Existing Building: (1)Age and total size of building (2)Legal owner and developer (3)Total existing net usable square feet (4)Site plan with depiction of the building (5)Block or floor plan of space proposed (6)Identification on site plan demonstrating location of parking to be dedicated for VA's use Note: The Government will pay no more than the appraised fair market value for space.
