- T-38 Weapon System Solicitation Number: Agency: Department of the Air Force Office: Air Force Materiel Command Location: Hill AFB OO-ALC Synopsis: The United States Air Force is planning an acquisition strategy for the follow-on production of the T-38 Rotor Disc Brake, NSN 1630013387124/Part Number 23820. The T-38 Rotor, Disc Brake requires engineering source approval by the design control activity in order to maintain the quality of the part. Existing unique design capability, engineering skills, and manufacturing knowledge by the qualified source requires acquisition of the part from the approved source. The approved source retains data rights, manufacturing knowledge, or technical data that are not economically available to the Government, and the data or knowledge is essential to maintaining the quality of the part. An alternate source must qualify in accordance with the design control activity's procedures, as approved by the cognizant Government engineering activity. The qualification procedures must be approved by the Government engineering activity having jurisdiction over the part in the intended application. Therefore, this acquisition is for continued production of highly specialized components. The T-38 Rotor, Disc Brake is used to help provide braking force to the aircraft. The rotors (multiple in each main wheel) are pressed together by the brake hydraulics to create friction on the brake pads. The brake pads are connected to the wheels so that the applied friction counters the spinning of the wheel. This causes the aircraft to have a braking force which is used to slow or stop the aircraft while on the ground. The estimated award date is 18 MAR 2013 with performance expected up to 30 JUN 2014. First delivery of fully qualified production units is to begin within 3 months of award. The current estimate for delivery quantities is as follows: 28 JUN 2013 - 961 units, 30 SEP 2013 - 396 units, 31 DEC 2013 - 347 units, 31 MAR 2014 - 436, and 30 JUN 2014 - 272 units. This delivery schedule must be met or exceeded. Note: The T-38 Rotor, Disc Brake and associated interface data is contractor proprietary and therefore not available. Any required qualification or integration testing costs, such as a First Article Acceptance Test (FAAT) program, would be applied to the production price. The contractor must provide adequate production, test and logistics (warranty) support to ensure and maintain operational readiness and suitability of the T-38 weapon system for a minimum of 20 years. This is not a Request for Proposal (RFP) and it is not the Government's intention to pay for information solicited at this time. An Ombudsman has been appointed to address concerns from offerors or potential offerors during the proposal development phase of this acquisition. The Ombudsman does not diminish the authority of the program director or Contracting Officer, but communicates contractor concerns, issues, disagreements, and recommendations to appropriate Government personnel. When required, the Ombudsman shall maintain strict confidentiality as to the source of the concern.
