- Description
- The Naval Air System Command (NAVAIR), Patuxent River, MD intends to contract on a sole source basis with Northrop Grumman Corporation (NGC) under Basic Ordering Agreement (BOA) N00019-10-G-0004. The purpose of this action is to procure Non-Recurring Engineering (NRE) and hardware for obsolescence efforts in support of Diminishing Manufacturing Sources and Material Shortages (DMSMS) identified on the MQ-4C Triton Unmanned Aircraft System (UAS). Obsolescence NRE is needed for the following parts: Multi Function Active Sensor GoreSpeedBoard Material and the solid state device/chip. The following hardware parts will be procured: Monolithic Microwave Integrated Circuits for the Wideband Receiver/Exciter. Northrop Grumman is the sole designer developer, and integrator of the Triton UAS. Accordingly, it is the only contractor with the requisite personnel, technical knowledge, and expertise to provide the NRE and hardware required for these obsolescence efforts within the program's cost and schedule constraints. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302-1, only one responsible source and no other supplies or services will satisfy the requirement. THIS IS NOT A REQUEST FOR PROPOSAL. No contract will be awarded on the basis of offers received in response to this notice. All inquires and concerns must be addressed to the Contract Specialist, Stacy Wills at stacy.wills@navy.mil or call 301-342-4626. Responses to this notice must be submitted by 7 January 2013. A determination not to compete this requirement is within the discretion of the Government.
