Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. *****************Q&A listed at the end of this document*************** This is a combined synopsis/solicitation prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in the notice. This announcement constitutes the only solicitation. Request for Quotes are being requested and a written solicitation is included and attached to this announcement. Solicitation Number W912KC-13-T-0003 applies and is issued as a Request for Quotation. This document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-44. This acquisition is set aside for Small Business. The North American Industry Classification System (NAICS) code is 517410 with a small business size standard of $15.0M. This requirement is reserved for qualified Offerors. FOB Destination shall be Fort Indiantown Gap Annville, PA 17003. The Pennsylvania Army National Guard has a requirement for The Mission Training Complex/Deployed Digital Training Campus (MTC/DDTC) and the Joint Force Headquarters G-6 (JFHQ G-6) require the procurement of 24x7 satellite capacity which shall be non-preemptable, with surge capacity options, to support training requirements and the procurement of a satellite internet and voice over IP (VOIP) service contract to support first responder requirements. See attached Statement of Work for further details which are included in the attached solicitation document W912KC-13-T-0003. Quotes are due no later than 1:30 P.M. EST, 4 JANUARY 2013. All questions are due no later than 11:00 A.M. EST, 19 DECEMBER 2012. All questions will be addressed and posted by 27 DECEMBER 2012. Email is the preferred method of quote submission and must be submitted to: brian.craig.ray@us.army.mil. Questions may be directed to SSG Brian C. Ray at the following email address listed above. In accord with FAR 52.212-2(a), the Government will award a contract from this solicitation to the responsible offeror whose offer conforming to the solicitation is the lowest priced technically acceptable. Evaluations will be based on information furnished by the Offeror in its Proposal and reasonably available to the Contracting Officer. THE CONTRACTING OFFICER IS NOT RESPONSIBLE FOR LOCATING OR OBTAINING ANY INFORMATION NOT IDENTIFIED IN THE PROPOSAL. The Government intends to make award without discussions. Contract financing will NOT be provided for this acquisition. The Government reserves the right to not make an award at all. What would the possible locations of the 1.2 meter remotes be? Continental US, Alaska Hawaii, Puerto Rico, USVI - focus being continental US Q. Do the data rates include overhead or not? There is no contract line for overhead. Q. If iDirect Evolution is used do you plan to use LDPC or Turbo Code? iDirect evolution is used - read the contract. How we run our equipment is our business. Satellite time is what is required. Not relevant to contract unless it affects the transmission rates Q. What satellite is the 9 meter antenna at Ft. Indiantown Gap currently looking at? Unknown Q. Is there an incumbent for these services currently and if so, who is it? Fermion --------------------------------------------------------------------------------------------------------------- 1. The SOW has 2 parts: A. Ku band Space segment @ 2 MHz w/ expansion options using their own hub B. Internet and voice service using quote mark contractor hub quote mark @ 1544k/512k for 3 days/month and 500 minutes, with options However, the CLINS do not separate the two unique requirements. Can he bidder add CLINS, or will there be an amendment? 2. Does the Army National Guard have the ability to deliver voice and internet service using their own Hub at Ft Indiantown Gap, PA? 3. What is the present iDirect Evolution software version of the Hub? 1A Yes 2. Two separate requirements- the devices for the second part (FRST kits) do not connect to our hub with the 2MHZ requirement. 3. The current version is 2.0.1 for the Hub. ------------------------------------------------------------------------------------------------------------------------------ Q. In the Solicitation on page 3 and 4, ITEM NOs 0001, 1001, 1002, and 1003, there are references in each ITEM to a quote mark Section A Price quote mark and a quote mark Section B Price quote mark. Under the quote mark Section A Price quote mark description it describes quote mark Transponder access on a Geo-stationary satellite with CONUS coverage area for a 12 month option period beginning on 12 JAN 2014 and ending 11 JAN 2015 quote mark. Under the quote mark Section B Price quote mark it describes quote mark Satellite supported internet service for each remote First Responder Kit via the contractor provided Satellite Hub for an option period of 12 months beginning on 12 JAN 2014 and ending 11 JAN 2015. quote mark Is the intention to have the bandwidth described as quote mark Section A Price quote mark used on the government owned hub and the bandwidth described as quote mark Section B Price quote mark utilized on a contractor provided hub? All ITEM NOs 0001, 1001, 1002, and 1003 are all for the First responder section. 0001 is for a base line quote, 1001 is for a one year quote (basically same as 0001), 1002 is a quote for a 2 year term and 1003 is for a 3 year term. We want to see how much savings there is for a longer term contract if any at all. Q. In the SOW it is mentioned that there is a Government owned satellite hub, and also that quote mark The provider satellite shall support for the PAARNG's iDirect Evolution Satellite Hub and iDirect Evolution 8000 series remote VSATs quote mark. If the government owns a hub and is seeking a contractor to provide 2Mhz of dedicated satellite capacity on a private satellite network which includes the Government-owned hub and the remote VSATs that are supported by the hub, what is the reason for also seeking individual monthly services on a contractor's satellite hub for each remote VSAT? There are 2 separate systems involved here. The Government owned Evolution Hub and VSATS only need the 2MHz of space. The First responder kits need everything else. Q. If the 2Mhz of 24/7 non preempt able satellite transponder capacity is not to be used to support the remote VSATs, what is the 2Mhz of 24/7 non preempt able satellite transponder capacity to be used for?
