Description
The Naval Sea Systems Command (NAVSEA) intends to issue a solicitation to General Dynamics Land Systems (GDLS), 38500 Mound Road, Sterling Heights, MI for the procurement of six (6) MK 46 Gun Weapons Systems (GWS) to use as the Close in Gun Systems (CIGS) for the DDG 1000, 1001, and 1002. GDLS is the original equipment manufacturer (OEM) and the sole producer of the MK 46 GWS. The determination for a sole source is supported by a technical analysis and assessment that concluded only the GDLS MK 46 GWS can meet the DDG 1000 technical performance requirements for CIGS. Therefore, GDLS is the only known firm possessing the requisite technical (production and engineering) expertise to produce a technically compliant GWS to meet specification in a cost-effective manner while supporting the DDG 1000 shipbuilding program schedules. The potential contract will be awarded pursuant to 10 U.S.C. 2304(c)(1), only one or a limited number of responsible sources and no other type of supplies or services will satisfy agency requirements. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302-1. Companies interested in subcontracting opportunities should contact GDLS directly. This pre-solicitation notice is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov/ and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil/. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by Naval Sea Systems Command. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals or expressions of interest received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
