Description
The Great Lakes Acquisition Center is seeking qualified Architectural/Engineering firms that are CVE verified Service Disabled Veteran Owned Small Business to Replace Air Handling and Variable Air Volume Units in Bldg. #217 at the Edward Hines Jr VA Hospital, Hines, Illinois. This is a request for Standard Form 330 not a request for proposal. Design will includes but is not limited to, space and services programming, preparation of drawings, specifications and cost estimates for all facets of work and trades necessary to facilitate award of a construction contract in order to Replace Air Handling and VAV Units Bldg. #217 at the medical center. The construction work involved may contain, but is not limited to the replacement of 4 Air Handling Units, perform ventilation flow surveys to verify required air changes, review need for independent humidity units, replace all A/H isolation valves, traps, strainers and drains, replace kitchen A/H unit located above the chillers, replace approx 200 variable air volume room units and install new room temperature controls, replace any pneumatic damper ventilation controls, replace 2-600amp motor control centers, replace main switchgear 800-1200amp to MCC's, replace remaining building exhaust and supply fans with high efficiency fans and all other work outlined within the scope of the project. In accordance with Public Law 109-461, the Veterans Benefits, Healthcare and Information Technology Act of 2006, Pursuant to 38 USC 8127(d), competition is 100% Set-Aside for Service Disabled Veteran Owned Small Business (SDVOSB) firms. The SDVOSB firm must be verified in http://www.vip.vetbiz.gov, to be eligible for award. Firms must also have current registrations with the System Award Management (SAM) at www.sam.gov and Vets 100 at http://www.dol.gov/vets/vets-100.html The Architect Engineering firm must be located within a 200 miles radius of the Edward Hines Jr. VA Hospital, Hines Illinois. The 200 mile radius will be determined using the following website: http://www.freemaptools.com/raius-around-point.htm. Prospective firms are reminded that as per FAR 52.219-14: By submission of an offer and execution of a contract, the Offeror/Contractor agrees that in performance of the contract in the case of a contract for- (1) Services (except construction). At least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern. Estimated construction cost is between $5,000,000- $10,000,000. Submit SF 330 documentation, one hard copy and one copy on CD by close of business January 22, 2013. Selection criteria will be based on: (1) specialized experience and technical competence of the firm (including a joint venture or association) with the type of design required, (2) specific experience and qualifications of personnel proposed for assignment to the project, (3) Maintaining project schedules and project budgets; (4) Knowledge in design and construction requirements; and (5) Cost control effectiveness. No bid packages are available. This is not a Request for Proposal (RFP). NAIC #541330 applies. Award is subject to the availability of funds.
