- The SPS is an Acquisition Category (ACAT) III Program designed to be worn for both mounted and dismounted personnel during operations against renegade organized factions, terrorists, snipers, criminals, looters or any person, element and hostile groups abroad or within the U.S. The SPS will provide the Soldier multiple levels of ballistic protection that can be tailored to select mission profiles and protection against specific threats from conventional fragmenting munitions, small arms ammunition, and blunt impact. Soldiers equipped with the VTP Sub-system of the SPS will benefit from the versatility of the integrated system that will enable the Soldier to quickly transition from one mission type to another without degrading the momentum of small unit operations. Vital Torso Protection (VTP) Sub-system, a sub-system of the Soldier Protection System (SPS). The VTP Sub-system includes the Enhanced Small Arms Protective Insert (ESAPI), X-Small Arms Protective Insert (XSAPI), Enhanced Side Ballistic Insert (ESBI), and X-Side Ballistic Insert (XSBI). The VTP is one (1) of five (5) subsystems that will be integrated into the SPS. The other four sub-systems include head protection, torso/extremity protection, eye protection, and an integrated soldier sensor system (ISSS). The Army Contract Command - Aberdeen Proving Ground is seeking to award contracts in support of Product Manager- Soldier Protective Equipment (PM-SPE) for the VTP Component of the SPS. This proposed procurement is Unrestricted. The Government intends to procure through Full and Open Competition under NAICS 315999 with a small business size standard of 500 employees. All responsi ble sources may submit a proposal which shall be consid ered by the agency. Award(s) will be made to the best value proposal, which is determined to be the most beneficial to the Government. The Government reserves the right to award multiple contracts. The solicitation will be provided in an electronic format, free of charge. The media through which the Government chooses to issue this solicitation will be the Internet only. This solicitation will not be issued in paper. Contractors' requests for this solicitation will be performed through ASFI (https://acquisition.army.mil/asfi/). Contractors must be registered in the Central Contractor Registration (CCR) database to be considered for award of a Federal contract. Information regarding registration can be obtained from the Business Partner Network site in the CCR link at https://www.ccr.gov/. Contractors are also required to complete online representations and certifications at the Online Representations and Certifications Applications (ORCA) portal at https://orca.bpn.gov/, prior to the RFP closing date.
