Description
On-Ramp Effort for SMC Acquisition and Financial Support (SAFS), Solicitation No. FA8802-12-R-0001 Narrative: The Space and Missile Systems Center (SMC) is reopening the original SAFS solicitation in accordance with the H-02 SAFS On-and-Off-Ramp Procedures prescribed in the original solicitation and the executed IDIQ contracts. On-Ramp implementation procedures are prescribed below: •1. 1. The additional anticipated number of awards for small business competition is up to two (2) contracts. •2. 2. Interested parties shall meet the same criteria and standards established under the original solicitation (FA8802-12-R-0001), including the original model Task Orders. •3. 3. The evaluation and selection of new entrants for an on-ramp will be exactly the same as the evaluation and award criteria used for the initial IDIQ contract awards. •4.4. Any on-ramp awarded contractor will be issued a task order for the minimum ordering quantity. •5. 5. Upon award of an IDIQ contract, on-ramped contractors will from that point forward have the ability to propose on newly issued Task Orders as part of the SAFS competition pool and Fair Opportunity procedures. •6. 6. Any contractor additions due to on-ramps will not revise the SAFS total ceiling. The period of performance for on-ramped contractors will not exceed the overall maximum term of the original IDIQ contracts with ordering periods that end on December 20, 2017. SMC anticipates releasing the on-ramp RFP late January or early February 2013. Background: Classification Code - R425, NAICS - 541712 $271,000,000.00 is the ceiling for SAFS Program. On December 21, 2012, two IDIQ contracts and three (3) initial task orders were awarded under solicitation number FA8802-12-R0001. The same solicitation number will be used for the on-ramp effort. This is a Total Small Business set-aside acquisition effort.
