Description
The Tongass National Forest seeks to construct at least one and up to three new detached single family residential houses in Yakutat, Alaska. These homes will be situated on Forest Service property at the Yakutat Ranger District Administrative Site, near the airport. Yakutat is located in the Gulf of Alaska about 200 miles north of Juneau, which is the nearest full service city. Yakutat is served by commercial airlines barge lines. We envision stick-framed construction built for local conditions and meeting the 2009 ICC family of codes, including compliance with the Alaska Building Energy Efficiency Standard (BEES). Modular (or prefabricated) construction is acceptable; manufactured housing is not. The buildings are to be 3-bedroom 2-bath homes with approximately 1600 square feet interior habitable space and an enclosed attached 600 sf 2-car garage. Roof extensions are required to form a minimum 5-ft covered walkway on two sides of the house for protection to and access around the house during heavy snow. Design approach may be utilitarian, with the exterior weather and thermal enclosure as the primary focus for quality of construction. Interior finishes are to be of durable quality, but utilitarian in terms of floor plan and aesthetic of finishes. Yakutat is situated in a very wet and cold maritime climate which hampers conventional on-site stick framed construction methods. Access to the site is from the paved road through the administrative site. The successful contractor will also have responsibility for electric, on-site water, and on-site wastewater treatment systems, which are already designed and plans and specifications are available. The homes will have to be built on gravel pads, elevated from the ground level. Driveway pads are already built. We envision a prime contractor (general contractor) taking complete responsibility for the project, which will include site preparation, construction of wastewater treatment system, connection to utilities, construction of foundation, construction of home (or installation of modular home), and finishing work. We hope to conduct the source selection during the winter, award the contract in the spring, and have work begin (and be completed if possible) in the summer of 2013. This is a sources-sought notice. We invite all parties interested in this acquisition as a prime contractor (general contractor) to identify themselves by the submission of brief white papers. The Tongass National Forest will use the information in these white papers as we develop the acquisition strategy and prepare the solicitation. A white paper should be in Adobe (.pdf) format (please, not zipped and not exceeding 2MB in size) and submitted by e-mail to the contracting officer by 11am Alaska Standard Time on Friday, January 4, 2013 (use e-mail subject: White Paper/Yakutat Employee Housing). It should include the contractor’s name, address, point of contact, DUNS number, small business size status under NAICS 236115, as well as a summary of similar projects performed by the contractor. We are very hopeful that prospective contractors submitting white papers will provide additional information that will be helpful to us as we prepare the acquisition strategy and solicitation approach, such as by providing recommendations or cautions. We wonder whether this acquisition should be set aside for small businesses (or HUBZone or service-disabled veteran-owned small businesses), whether the two-phase design-build procedures of FAR Subpart 36.6 are appropriate, what evaluation criteria we might use, whether oral presentations might be appropriate, what testing or inspection standards we should use, the feasibility of relying on already-designed modular homes and floor plan selections, appropriateness of NAICS 236115, and so forth. We are interested in any information that will help us to be better informed buyers. At this point, we need information rather than sales presentations. We are planning a telephone pre-solicitation conference on Monday, January 7, 2013. The dial-in information will be provided to all parties who submit the brief white paper requested in the above paragraph. Submission of a white paper and participation in this pre-solicitation conference is not mandatory in order to participate later as an offeror, but participation in this early stage will be appreciated. This acquisition is for the same requirement as last year’s solicitation AG-0116-S-12-0135. That acquisition was a sealed bid based on a Forest Service design, and it failed because the low bid had a mistake-in-bid and the other bids were priced beyond our budget. This instant acquisition will differ in that we do not contemplate a sealed bid approach, and we are not requiring the construction of our design but are allowing for offeror-proposed designs and floor plans. We are hopeful that this new acquisition will result in prices that fit within our budget so that construction can actually occur. For this acquisition, we are using solicitation number AG-0116-SS-13-0003 (with a double S) for this sources-sought effort; when the real solicitation is released the solicitation number will likely be AG-0116-S-13-0003 (with a single S). Please, no phone calls or sales pitches at this time – what we really need is your white paper. We regret issuing this notice so close to the Christmas holiday. We will use the results of this sources-sought synopsis to make a decision on whether the acquisition should be open to all responsible sources or set-aside for small businesses.
