Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The North Atlantic Regional Contracting Office, Womack Army Medical Center (WAMC), Fort Bragg, NC 28310, intends to solicit, negotiate, and award a contract for Courier Service between 2 community based clinics and the Department of Pathology at Womack Army Medical Center (WAMC). This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This requirement is Set-Aside for Small Business 100%. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued and is expected to result in the award of a firm-fixed price, indefinite delivery/ indefinite quantity (IDIQ) contract. Delivery orders will be issued for required services. The resulting award will be made on SF 1449, for commercial services. This announcement constitutes the only solicitation; proposals are being requested and no further written solicitation will be issued. All responses must be received by 20 January 2013, 1:00 PM EST. This is solicitation number W91YTZ-13-R-0020 and is a request for proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-58. The Standard Industrial Classification Code is 4210, size standard is 1,500 employees and the NAICS code of 492110. This is Total Small Business Set-Aside 100% procurement. Womack Army Medical Center Fort Bragg, North Carolina 28310 has a requirement for providing Courier Service between 2 community based clinics and the Department of Pathology at WAMC. This requirement is for the contractor to provide courier services as needed to collect the lab specimens twice a day initially. Possible further needs: Future clinic will be in the Linden Oaks, Spring Lake NC area & one (1) other undetermined clinic located within close proximity of the community or on Fort Bragg. The requirement may be increased to three (3) times a day, depending on the number/amount of specimens that are generated by each community based clinic. The pickup shall be a loop, i.e. clinic to clinic and then deliver to WAMC as outlined in the Performance Work Statement rather than two or three separate runs. This requirement is for a base year (1 April 2013 - 30 Sep 2013) and four (4) 12 month option periods ending (30 Sep 2017) if all options are exercised. Delivery: Delivery from Hope Mills Health and Fayetteville Medical Clinics to WAMC-Dept of Pathology, Specimen Receiving. Two (2) deliveries per day not to include federal holidays (see Performance Work Statement for further instructions). FAR provision 52.212-1 [Instructions to Offerors Commercial Items] applies to this acquisition to include the following addenda: All offerors are cautioned that if selected for award, they must be registered with the System for Award Management (SAM) program. The SAM can be accessed via the internet at www.sam.gov.
