Solicitation Number: H92222-12-R-0059 Notice Type: Solicitation/Request for Proposal Classification Code: R - Professional, administrative, and management support services NAICS Code: 541 - Professional, Scientific, and Technical Service 541930 - Translation and Interpretation Services Synopsis: DISCLAIMER - The Request for Proposal was preceded by a DRAFT RFP posted on FBO 17 October 2012. CLOSING DATE: 25 January 2013 This is a formal Request for Proposal (RFP). USSOCOM is seeking proposals from sources that can provide foreign language interpretation, transcription, reporting, and translation services (NAICS Code 541930) in support of various units worldwide. This is solicited and will be awarded on a Full and Open Competition basis. Attached to this RFP are documents available via an Explicit Access request. To gain Explicit Access to this information, Contractor Personnel must be categorized within FBO with the proper NAICS Code for this requirement. This precaution has been established to limit the dissemination of sensitive unclassified information. To gain access to all of the Unclassified Explicit Access documents (with the exception of the CLASSIFIED documents), please request via this FBO posting. NOTE: Vendor's who received Explicit Access for the DRAFT RFP stage MUST requests access again as the documents have been updated. To gain Restricted Access to the CLASSIFIED documents, Contractor Personnel must be approved by DSS (and confirmed by USSOCOM) to store CLASSIFIED material up to the TOP SECRET Level. All interested vendors shall submit DSS documentation that approves the storage of CLASSIFIED material (to include ship-to address)and the individual(s) requesting such material shall have current/valid Security Clearances (documentation needs to be provided as well). Providing complete packages/copies of all documentation is required. Incomplete packages, pending, or in-process documentation/clearances will NOT be accepted in part or full. ALL interested Offerors shall have this in place as of the closing date of this formal RFP date. Under no circumstance will interested Prime Contractor Offerors be able to utilize a potential Sub-Contractor's Classified Storage capability as proof of classified storage capability. NOTE: For those vendors who submitted documentation during the DRAFT phase of this RFP, MUST RESUBMIT documents for this formal RFP as well. Repeat, all vendors must RESUBMIT their facility's ability to store CLASSIFIED material up to the SECRET Level, as well as personal security clearances. USSOCOM will not provide any sponsorship for Security Clearances to enable access the CLASSIFIED portion of this requirement. A prerequisite to this requirement is that all interested vendors that wish to propose for the Prime Contractor role MUST demonstrate DSS approved CLASSIFIED Storage Capability and Individual Security Clearances. Failure to do so will cause the Proposal to be rejected, and will not be evaluated further, and therefore not eligible for award. Upon successful confirmation of clearances and storage capability, USSOCOM will mail all CLASSIFIED documents to the approved physical ship-to address location of the interested vendor, after DSS Facility Clearance has been verified with USSOCOM Security. **Questions regarding this RFP must be emailed (in writing) and submitted to the Contracting Officer (addresses below). Oral requests (e.g. phone call) for information will be re-directed to provide email correspondence, for documentation purposes.** Only unclassified questions may be transmitted. If the prospective vendor has questions of a classified nature, please contact Elizabeth Holland for secure method of transmittal.
